Response According to Ali Farhad, our Project Manager for the Railroad

Improvement Project in the CIP, there are no improvements scheduled for the

Smith Road Crossing. Our current agreement with Norfolk Southern Corporation

has improvements planned for three crossings at Williams Road Extension, 9th

St. & Broadway, and 9th St. & Veterans. This project was approved by Council

in June 2005.



On June 21, 2005 Council approved an agreement with Norfolk Southern to perform

railroad crossing improvements at Williams Road, 9th St. & Veterans, 9th St. &

2nd Ave., 9th St. & Broadway, and other crossings as needed for a sum not to

exceed $200,000. The final contract with Norfolk Southern however only

included three (3) crossings, excluding the 9th St. & 2nd Ave. crossing.

There was no explanation in the file as to why the 2nd Ave. crossing was

removed from the list. Staff is attempting to contact Norfolk Southern

concerning this matter. Repair work by Norfolk Southern has been delayed due

to the company's response to Hurricane Katrina. The Williams Road crossing

improvement is schedule to begin within a few weeks. Scheduling for

improvements at the other crossings will be coordinated with Norfolk Southern.



The total cost of repairs for work to be performed by Norfolk Southern is

$131,989 (Williams Road $27,732, 9th & Broadway $62,288, and 9th & Veterans

$41,878). In addition to the amount paid to Norfolk Southern for crossing

improvements, the City will be responsible for paving the intersections where

improvements are made. An estimate of the paving cost is currently being

developed by Staff. As soon as the City paving cost is determined I'll

provide a total estimated project cost.
