Pre-Council Briefing
Minutes
July 11, 2006
Present: Mayor Bob Poydasheff and Mayor Pro Tem Jack Rodgers. Councilors Nathan
Suber, Wayne Anthony, Charles McDaniel, Berry H. Henderson, Evelyn Woodson,
Evelyn Turner Pugh and Gary Allen were present. Also present were City Manager
Isaiah Hugley, Deputy City Manager Lisa Goodwin, Assistant City Attorney Jamie
Deloach, Chief Administrator Liz Turner, and Recording Secretary Tameka J.
Colbert.
Others Present: Angela Cole and Rufus Riggs.
Absent: Glenn Davis and Julius Hunter, Jr.
Location: Council Chambers Conference Room, on the Plaza level of the
Government Center.
Meeting began at 8:25 a.m.
Cherokee Avenue:
City Manager Hugley began the meeting by distributing and reading from a
handout titled ?Cherokee Avenue Safety Improvement Concerns?. (A copy was
filed here in the office and attached for the records). After reading the
handout, City Manager Hugley said he would like to recommend that Cherokee
Avenue be resurfaced immediately after the open cuts are taken care of. He
said his recommendation is to resurface it for four lanes with rumble strips in
areas where it may be necessary. City Manager Hugley informed the Council that
he had spoken with Ron Hamlett and also the Chief of Police; the Chief assured
that he was in full support of the four lanes with zero tolerance for
speeding. City Manager Hugley stated he will contact all law enforcement
agencies including the Marshal?s and Sheriff?s Office to run radar and have
zero tolerance for speeding along Cherokee Avenue.
Councilor McDaniel said the problem is speeding and at the curve, where the
Country Club entrance is located, is where most of the car accidents occur.
Councilor McDaniel said he agrees that there should be rumble strips placed in
that area or either a caution light. City Manager Hugley said we would do this
and consider it an interim solution and monitor it for the next year to see how
it works. He said if there is no problem with what he has recommended it will
be brought back next week with a resolution. He also said we want the record to
reflect that a concern was expressed by citizens along that area and the
Council has taken some action to deal with the safety concerns.
UGA Pay Plan:
City Manager Hugley said we have a schedule for department implementation and
we will provide copies of the schedule for all Councilors. City Manager Hugley
informed the Council that the following departments would receive the pay
increase according to the UGA pay plan as follows: July 14, 2006 - Marshal,
Coroner, Metra and Civic Center
July 28, 2006 - Police, Fire, Elections, Tax Assessor, Community Reinvestment,
MCP, Engineering and Planning
Mayor Pro-Tem Rodgers asked City Manager Hugley how would the issues concerning
the appeals process be resolved. City Manager Hugley informed Mayor Pro-Tem
Rodgers that he had spoken with Dr. Condry in terms of moving the appeals
process up and he did not agree to move the appeals process up. Mayor Pro-Tem
Rodgers said from his understanding any employee with any kind of issue should
go through their supervisors and be heard. City Manager Hugley said that is
correct, all department heads were contacted after the last meeting and were
advised to meet with their employees and brief them on the UGA Plan and
implementation, as well as the appeals process.
Animal Shelter (PAWS):
Mr. Rufus Riggs said in 1999 there was a tax referendum where the community
voted to allocate 2 million dollars to an animal shelter. He said a group of
concerned people felt that we needed to enhance and improve the quality of
service; the group of people wanted to add additional funds and PAWS stepped
forward to do it. Mr. Riggs said the initial plan was to build a facility that
would house both PAWS and the City. He said we went back looked at it and
decided that we would build 2 facilities, PAWS would have a facility and the
City would have a facility. He then said, we will use the money that we have
allocated to build city facilities and PAWS has acquired a little over 11 acres
of land on Milgen Road adjacent to Cooper Creek Park. Mr. Riggs said in this
memorandum of understanding, PAWS will convey some of the property that they
acquired to build a city facility and a parking lot and also provide an
easement with ingress and egress. He said the two would work together to
improve the quality of services that we provide and to decrease the number of
animals that are killed each year. He said the MOU that you will receive next
week will point out our duties, how we will formulate groups for operation such
as: ways to settle disputes, agreements on maintenance of the grounds and the
building and the length of the agreement.
