SUBJECT: Adult Felony Drug Court - Treatment Contact with New Horizons
INITIATED BY: Adult Felony Drug Court
Recommendation: Approval is requested for Adult Felony Drug Court to enter
into a $50,000 contract with New Horizon for treatment services for drug court
participants in the program.
Background: On July 9, 2009 the Mayor and Council approved the submission of
and subsequently accepted an Edward Byrne Memorial Justice Assistance grant for
fiscal year 2009 in the amount of $162,633. An allocation of $50,000 was made
from this grant to the Adult Felony Drug Court for treatment services to drug
court participants. The court is recommending that the Mayor and Council
approve our entering into a contract with New Horizon to provide treatment
services for participants in the Adult Felony Drug Court.
Analysis: The Adult Felony Drug Court Team has reviewed the proposal presented
by New Horizons and has approved this organization to provide treatment
services to our participants.
Financial Considerations: This grant has no local match requirement. The city
has allocated $50,000.00 of the $162,633 awarded to the Adult Felony Drug Court
for treatment services. Grant funds must be expended within four years of the
date of the award. The costs for these services will not exceed $50,000.00.
Legal Considerations: The Adult Felony Drug Court must receive approval from
the Council to enter into a contract with New Horizons for treatment services.
Recommendations/ Actions: Approve to enter Adult Felony Drug Court entering
into a contract with New Horizons for $50,000.00 to provide treatment services
to participants in the drug court program.

A RESOLUTION AUTHORIZING THE ADULT FELONY DRUG COURT TO ENTER INTO A CONTRACT
FOR $50,000.00 WITH NEW HORIZONS TO PROVIDE TREATMENT SERVICES FOR PARTICIPANTS
IN THE DRUG COURT PROGRAM. THE FUNDING IS BEING PROVIDED BY A GRANT FROM THE
U.S. DEPARTMENT OF JUSTICE IN THE AMOUNT OF $162,633, OF WHICH $50,000.00 WAS
ALLOCATED TO THE ADULT FELONY DRUG COURT FOR TREATMENT SERVICES.
WHEREAS, the Columbus Consolidated Government has received $162,633 in funding
from a U.S. Department of Justice. The Adult Felony Drug Court was allocated
$50,000.00 from these funds to provide treatment services for participants.,
and,
WHEREAS, the services being provided include, participant evaluation, treatment
classes five days per week, individual counseling, taking samples for drug
testing, monitoring, participation on the drug court team, attendance at all
drug court hearings, providing a treatment facility, providing treatment staff
and developing progress reports on all participants., and,
WHEREAS, New Horizons has been providing treatment services to the Mental
Health Court for several years and they have exceeded the courts expectation
regarding treatment services and have demonstrated a willing to do what it take
to be effective., and,
WHEREAS, the Adult Felony Drug Court Team has reviewed New Horizon?s
professional staff, ability to provide services, treatment plan, cost factors
and their facilities and as a result the court has approve New Horizons as a
treatment provider.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the Mayor and Council hereby authorizes the Adult Felony Drug
Court to enter into a $50,000 contract with New Horizons to provide treatment
services to participants in the drug court program.
