SUBJECT: Marshal Movers Contract - Criminal Justice Coordinating
Council Grant
INITIATED BY: Superior Court
Recommendation: Approval is requested to enter into a contract with Marshal
Movers, to provide a crime prevention program for approximately one hundred
(100) - 6th, 7th and 8th graders at Marshall Junior High School.
Background: The Columbus Consolidated Government requested and received a
$269,755 Edward Byrne Memorial Justice Assistance Grant administered by the
Georgia Criminal Justice Coordinating Council from funds provided by the
American Recovery and Reinvestment Act (ARRA) of 2009. Marshal Movers was
allocated $38,893 from the grant to provide a crime prevention program for
student at Marshall Junior High School. The participating agencies are: the
Columbus Community Center, The A. J. McClung YMCA and Girls Inc. The parents
of participants will complete an application for admission to the program after
which it is sent to the school administration for approval. Once the
application is approved, the student is assigned to one of the public service
agencies. A bus will pick students up from school at 3:30 p.m., transport them
to one of the agencies where the agency will provide crime prevention classes
until 6:00 p.m. and then the buses will transport them home. The goal is to
develop six different courses that are taught for a two-month period for one
hour per day each week at each of the three agencies. Each Friday, a review of
the material that has been presented during the week will be conducted and a
test will be administered to verify that the students have grasped the major
concepts. The primary areas that will be addressed are as follows: gangs,
drugs, bullying, weapons, family violence and general crime prevention.
Analysis: The Columbus Consolidated Government has approved and accepted the
grant proposal submitted to the Criminal Justice Coordinating Council which
included funding ($38,893) for Marshall Movers.
Financial Considerations: This grant does not require any local match.
Projected Annual Fiscal Impact Statement: This grant will be funded one time
only and will have no annual fiscal impact.
Legal Considerations: This action requires Council's approval.
Recommendations/ Actions: Approval is hereby requested for the City Manager to
enter into a contract with Marshal Movers, to provide a crime prevention
program for students at Marshall Junior High School.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH
MARSHALL MOVERS TO PROVIDE A CRIME PREVENTION PROGRAM FOR STUDENTS AT MARSHALL
JUNIOR HIGH SCHOOL IN THE AMOUNT OF $38,893 FROM THE EDWARD BYRNE MEMORIAL
JUSTICE ASSISTANCE GRANT PROVIDED BY THE AMERICANS RECOVERY AND REINVESTMENT
ACT (ARRA) OF 2009.
WHEREAS, the Columbus Consolidated Government has received a $269,755 grant
from a Edward Byrne Memorial Justice Assistance Grant of which $38,893 was
allocated for Marshall Movers to provide a crime prevention program for
students at Marshall Junior High school; and,
WHEREAS, the program will provide transportation from Marshall Junior High
School to one of three locations: the Columbus Community Center, the A. J.
McClung YMCA or Girls Inc., and then home. The crime prevention program will
address the following areas: gangs, drugs, bullying, weapons, family violence
and general crime prevention; and,
WHEREAS, Marshall Movers has been involved with students from Marshall Junior
High School for approximately 10 years; and,
WHEREAS, this project was approved by the Chattahoochee Judicial Circuit Board
and the City Council of the Columbus Consolidated Government.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby is hereby authorized to enter into a contract
with Marshal Movers in the amount of $38,893 to provide a crime prevention
program to students at Marshall Junior High School. Funding will be allocated
from the Edward Byrne Memorial Justice Assistance Grant.
