SUBJECT: Juvenile Justice Delinquency Prevention and Treatment Programs
Grant
INITIATED BY: Juvenile Court
Recommendation: Approval is requested to submit a grant application and if
awarded, accept funds from the Criminal Justice Coordinating Council for the
operation of the Muscogee County Juvenile Court and amend the
Multi-Governmental Fund by the amount of the grant award. The grant period is
from October 1, 2015 to September 30, 2016.
Background: The Criminal Justice Coordinating Council is charged with the
fiscal oversight of the Juvenile Accountability Grant Program. The aim for this
project is to provide increased accountability of juvenile offenders by
providing evidence based prevention models for at risk youth in the initial
stages of justice system involvement.
Analysis: Muscogee County Juvenile Court is requesting funds to provide
evidence based prevention models to low risk offenders that are in the initial
stages of justice system involvement.
Financial Considerations: The City is not required to provide matching funds
to participate in this grant program.
Projected Annual Fiscal Impact Statement: There will be no additional expenses
and no match requirements.
Legal Considerations: The Columbus Consolidated Government is eligible to
apply for funds up to $100,000 from the Criminal Justice Coordinating Council
and enter into a Memorandum of Understanding with Evidence Based Associates,
LLC to assist with the request for proposal and serve as a managing entity of
the evidence based prevention/treatment programs.
Recommendation/Action: Authorize to submit an application and if approved
accept a grant from the Criminal Justice Coordinating Council for continued
evidence based programming for the Muscogee County Juvenile Court from October
1, 2015 to September 30, 2016 and to amend the Multi-Governmental Fund by the
amount of the grant award; enter into a Memorandum of Understating with
Evidence Based Associates, LLC upon submission of the application and enter
into contract with Evidence Based Associates upon acceptance of the grant
award.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE
CRIMINAL JUSTICE COORDINATING COUNCIL FOR A GRANT TO FUND THE MUSCOGEE COUNTY
JUVENILE COURT AND IF AWARDED, AMENDED THE MULTI-GOVERNMENTAL FUND BY THE
AMOUNT OF THE GRANT AWARD. THERE IS NO LOCAL MATCH REQUIREMENT AND THE GRANT
PERIOD IS FROM OCTOBER 1, 2015 TO SEPTEMBER 30, 2016.
WHEREAS, funds up to $100,000 have been made available from the
Criminal Justice Coordinating Council for the Juvenile Court from October 1,
2015 to September 30, 2016; and,
WHEREAS, the funds are being made available to provide increased accountability
of juvenile offenders by providing evidence based prevention and treatment
models for at risk youth in the initial stages of justice system involvement;
and,
WHEREAS, the City has agreed to enter into a Memorandum of Understanding with
Evidence Based Associates, LLC to assist with the request for proposal and
service as a managing entity of the prevention/treatment programs.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
That the City Manager is hereby authorized to submit an application for a
grant to the Criminal Justice Coordinating Council to fund the Muscogee County
Juvenile Court and if awarded accept a grant for the period of October 1, 2015
to September 30, 2016 for up to $100,000 with no local match requirement and to
amend the Multi-Governmental Fund by the amount of the grant award. The City
Manager is authorized to enter into a Memorandum of Understanding to assist
with the request for proposal; and enter into contract with Evidence Based
Associates, LLC upon acceptance of the grant award.
