MINUTES # 28-10



The Columbus, Georgia, Board of Tax Assessors met Monday, August 2, 2010 at

9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor Ann

Grantham and Assessor Pat Hunter present. Also present was Chief Appraiser

Betty J. Middleton. Assessor Derrick Shields was absent.



Assessor Lawton Grantham made the motion to approve Min#27-10. Assessor Ann

Grantham seconded the motion. Motion carried unanimously.



The Board signed assessment corrections for real estate.



Assessor Lawton Grantham made a motion to excuse Assessor Derrick Shields;

Assessor Ann Grantham seconded it, motion carried.



Ms. Argo had an appointment with the Board of Tax Assessors regarding personal

property account # 06596301, but she called and rescheduled to meet at a later

date.



Met with Mr. Patterson regarding his personal property accounts # 06428591 and

06428501. Mr. Patterson stated he left the Tulip Trail address in June 2004 and

did not receive the tax notices or tax bills. Mr. Patterson said he never had

more than a few dollars in tools. He never filed a tax return or appeal, he

closed his business license in 2005. Assessor Lawton Grantham made a motion to

leave the $11,800 mandatory assessment for 2003 (PP Acct# 06428591) and reduce

the fair market value to $7,400 for the years 2004 and 2005 (Pers Prop Acct

06428501); Assessor Ann Grantham seconded the motion; motion carried.



Mr. Strickland had an appointment with the Board of Tax Assessors regarding

personal property account # 06731501, but did not appear.



Met with Mr. Mabry regarding his personal property account # 06668701. Mr.

Mabry stated he acquired a business license to do some painting through Lowe?s

but encountered multiple problems. Mr. Mabry said he thought he closed his

business license in 2004. Mr. Mabry never responded to tax notices or tax

bills. The Board advised Mr. Mabry to close his business license before they

would take any action.



Met with Residential Division Manager Bob O?Brien to discuss a letter received

from a taxpayer and a problem he is having with a taxpayer allowing us to

review his property in response to a building permit. The Board instructed

Chief Appraiser Betty Middleton to prepare a letter for the Chairman?s

signature.
