SUBJECT: Project Framework Agreement to Extend the Logical Termini of
Whittlesey Road Widening Project
INITIATED BY: Department of Planning
Recommendation: Approval is requested to execute a Project Framework
Agreement to extend the Logical Termini (defining the best place to start and
stop the construction of a project as determined by the Federal Highway
Administration) of Whittlesey Road from Whitesville Road to Bradley Park Drive
(as a second phase), Project # STP-005-00(749), Muscogee County, for the
construction and widening of the project, with the Georgia Department of
Transportation.
Background: As with all projects developed through the City's
Transportation Improvement Program, the Georgia Department of Transportation
provided a Project Framework Agreement (attached), formally known as a "Local
Government Project Agreement", for the City of Columbus to execute, in order
to authorize the work and funds for the above mentioned project.
Analysis: This agreement is to extend the Logical Termini for the construction
and widening of the Whittlesey Road Project from Whitesville Road to Bradley
Park Drive (as a second phase) of the existing project that defined the Logical
termini from Veterans Parkway to Whitesville Road, which was approved by Res #
88-99. This project is in the Transportation Improvement Program.
Financial Considerations: The Georgia Department of Transportation and the
Federal Highway Administration will pay for the engineering and construction.
The City is responsible for Right of Way and Utility Relocation. Funding for
the project will be included in the CIP Budget at a later date.
Legal Considerations: The City Attorney agrees with this action.
Recommendations/ Actions: Approve the attached resolution authorizing the
Mayor to execute a Project Framework Agreement to extend the Logical Termini
(defining the best place to start and stop the construction of a project as
determined by the Federal Highway Administration ) and all subsequent
agreements for the construction and widening of Whittlesey Road from
Whitesville Road to Bradley Park Drive (as a second phase) Project#
STP-0005-00(749), Muscogee County, with the Georgia Department of
Transportation.

A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A PROJECT FRAMEWORK
AGREEMENT WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION (D.O.T.) TO EXTEND THE
LOGICAL TERMINI OF THE WHITTLESEY ROAD PROJECT FROM WHITESVILLE ROAD TO BRADLEY
PARK DRIVE (AS A SECOND PHASE) PROJECT # STP-0005-00(749) MUSCOGEE COUNTY.
WHEREAS, the Georgia Department of Transportation has proposed to place in
their construction work program to extend the Logical Termini of Whittlesey
Road Project from Whitesville Road to Bradley Park Drive (as a second phase);
and,
WHEREAS, Columbus, Georgia will acquire property and relocate utilities while
the Georgia Department of Transportation will be responsible for paying for
design and construction for said project; and,
WHEREAS, budget project projections indicate funds are available under the
"CIP" Paving Fund; and,
WHEREAS, the City Manager and staff recommend that Council authorize the
execution of the agreement.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the Mayor is hereby authorized to execute a Project Framework
Agreement to extend the Logical Termini and all subsequent agreements necessary
to implement the project with the Georgia Department of Transportation for the
construction and widening of Whittlesey Road from Whitesville Road to Bradley
Park Drive (as a second phase) Project # STP-0005-00(749), Muscogee County.
