PROCLAMATION/ORGANIZATIONAL MEETING

JANUARY 6, 2015



The regular weekly meeting of the Council of Columbus, Georgia was called

to order at 5:32 P.M., Tuesday, January 6, 2015, on the 2nd Floor of the

Citizens Service Center, located at 3111 Citizens Way, Columbus, Georgia

Honorable Teresa Tomlinson, Mayor, presiding.

PRESENT: Present other than Mayor Teresa Tomlinson and Mayor Pro Tem Turner

Pugh were Councilors Mike Baker, Jerry Barnes, Tom B. Buck III, Glenn Davis,

Bruce Huff, Berry H. Henderson, Judy W. Thomas, and Evelyn Woodson. City

Manager Isaiah Hugley, City Attorney Clifton Fay, Assistant City Attorney Lucy

Sheftall, Clerk of Council Tiny B. Washington and Deputy Clerk of Council

Lindsey Glisson were also present.

Superior Court Judge Gil McBride Chief Judge, of the Superior Court of the

Chattahoochee Judicial Circuit of Muscogee County administered the following

well as the Constitution and laws of the State of Georgia and of the United

States of America.



I do further solemnly swear and affirm that I am not the holder of any public

money due this State unaccounted for; that I am not the holder of any office of

trust under the government of the United States nor of either of the several

states, or of any foreign state, and that I am otherwise qualified to hold said

office, according to the Constitution of the United States and laws of Georgia,

and that I will support the Constitution of the United States and of this state.

All of these six executed oaths were then filed with Clerk of Council

Washington.



Mayor Tomlinson recognized the presence of her husband, other family

members, as well as those supporters who were present in the audience.

Councilor Judy W. Thomas recognized the presence of her sister, Brenda Gilkey

and her husband, Gil, as well as her brother David Williams.



Councilors Woodson, Barnes, Huff and Baker thank their family members, as

well as their constituents, who have elected them to serve this City.

A Resolution (1-15) ? Commending and congratulating local runner Andrew

Mullins upon winning the 2014 Soldier Marathon in Columbus, Georgia on November

8, 2014.



Councilor Davis moved the adoption of the resolution. Seconded by

present for this meeting, with Councilor Allen being absent.

THE FOLLOWING THREE RESOLUTIONS WERE SUBMITTED AND EXPLAINED BY CITY

ATTORNEY CLIFTON FAY AND WAS ADOPTED BY THE COUNCIL:







A Resolution (3-15)? Appointing a Mayor Pro Tem for Columbus, Georgia for

a term of two (2) years.



Councilor Thomas nominated Evelyn Turner Pugh and then moved the adoption

of the resolution. Seconded by Councilor Huff and carried unanimously by those

nine members of Council present for this meeting, with Councilor Allen being

absent.

A Resolution (4-15)? Appointing a Clerk of Council for Columbus, Georgia

for a term of two (2) years.



Councilor Woodson nominated Tiny B. Washington and then moved the adoption

of the resolution. Seconded by Councilor Huff and carried unanimously by those

absent.

A Resolution (5-15)? Appointing a Deputy Clerk of Council for Columbus,

Georgia for a term of two (2) years.



Councilor Huff nominated Lindsey Glisson and then moved the adoption of

the resolution. Seconded by Councilor Woodson and carried unanimously by those

nine members of Council present for this meeting, with Councilor Allen being

absent.

CITY ATTORNEY?S AGENDA:



THE FOLLOWING ORDINANCE WAS SUBMITTED AND ITS CAPTION READ BY CITY

ATTORNEY FAY AND WAS ADOPTED BY THE COUNCIL ON SECOND

An Ordinance (15-1) ? Regulating vehicular traffic in Columbus, Georgia

by establishing ranked parking along the south curb of 11th Street between 6th

Avenue and 7th Avenue and a loading zone along the south curb of the same

block; authorizing the installation of official traffic control signs

indicating the ranked parking and loading zones; repealing conflicting

ordinances; and for other purposes.



Councilor Woodson moved the adoption of the ordinance. Seconded by

Councilor Huff and carried unanimously by those nine members of Council present

for this meeting, with Councilor Allen being absent.

CITY MANAGER?S AGENDA:



THE FOLLOWING RESOLUTION WAS SUBMITTED AND EXPLAINED BY CITY MANAGER

HUGLEY AND WAS ADOPTED BY THE

COUNCIL:





A Resolution (6-15)? Authorizing the City Manager to accept a grant for

equipment in the amount of $19,999.98, or as otherwise awarded, from the 2014

Homeland Security Grant Program. The equipment will be utilized by the West

Central Georgia search and rescue (GSAR) Team. This team was formed to improve

responses to heavy rescue emergencies to citizens of Columbus and surrounding

counties. Heavy search-and-rescue involves the location, rescue (extrication),

and initial medical stabilization of victims trapped in confined spaces.

Structural collapse is most often the cause of victims being trapped, but

victims may also be trapped in transportation accidents, mines and collapsed

trenches.



Mayor Pro Tem Turner Pugh moved the adoption of the resolution. Seconded

by Councilor Woodson and carried unanimously by those nine members of Council

present for this meeting, with Councilor Allen being absent.

EXECUTIVE SESSION:



Mayor Tomlinson entertained a motion to go into an executive session to

discuss a litigation matter. Councilor Barnes then made the motion to allow

the Council to go into an executive session to discuss a litigation matter.

Seconded by Councilor Woodson and carried unanimously by those nine members of

Council present for the meeting, with Councilor Allen being absent.



At 6:52 p.m., the Council adjourned its meeting to go into executive

session. At 7:15 p.m., the meeting was reconvened and Mayor Tomlinson

announced that the Council did meet in executive session to discuss a

litigation matter, but no votes were taken.

THE FOLLOWING ADD-ON RESOLUTION WAS SUBMITTED AND EXPLAINED BY CITY

ATTORNEY FAY AND ADOPTED BY THE COUNCIL:______

A Resolution (7-15) ? Authorizing the City Manager , City Attorney and

Finance Director to make payment of $175,000 contemporaneously with the receipt

of an outstanding rental payment in the amount of $38,896.00 from Centerplate.



Councilor Buck made a motion to approve the resolution. Seconded by

Councilor Woodson and carried unanimously by those nine members of Council

present for this meeting, with Councilor Allen being absent.



With there being no other business to come before the Council, Councilor

Buck made a motion for adjournment. Seconded by Councilor Baker and carried

unanimously by those nine members of Council present for this meeting, with

Councilor Allen being absent; and the time of adjournment being 7:16 p.m.
