SUBJECT: Fiscal Year 2009 State Homeland Security Grant Program Excess

Funds



INITIATED BY: Muscogee County Sheriff?s Office



Recommendation: Approval is requested to submit an application, and if

approved, accept a grant in the amount of $159,962.00, or that approved amount,

from the Georgia Emergency Management Agency for the Department of Homeland

Security Fiscal Year 2009 Homeland Security Grant Program/State Homeland

Security Program, and amend the Multi-Governmental Fund by the amount awarded.



Background: Funds have been allocated to the State of Georgia to prevent,

protect against, respond to, and recover from terrorist attacks, major

disasters, and other emergencies in accordance with the goals and objectives of

the State Strategic Plan. The State of Georgia has identified excess funds left

over from the Department of Homeland Security Fiscal Year 2009 Homeland

Security Grant Program/State Homeland Security Program. Muscogee County is

eligible for $159,962.00.



Analysis: The funds will be used to enhance the Muscogee County Sheriff?s

Office and the Hazardous Devices Response Team.



Financial Considerations: The grant is for $159,962.00, or the amount

approved, with no matching funds. The funds will be used to provide supplies

and equipment to the Muscogee County Sheriff?s Office and the Hazardous Devices

Response Team.



Projected Annual Fiscal Impact Statement: This grant will be funded one time

only, and will have no annual fiscal impact.



Legal Considerations: The Columbus Consolidated Government has been notified

of its eligibility to receive the funds.

approved, accept a grant from the Georgia Emergency Management Agency for the

Department of Homeland Security Fiscal Year 2009 Homeland Security Grant

Program/State Homeland Security Grant Program.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION, AND IF

AWARDED, ACCEPT A GRANT FROM THE GEORGIA EMERGENCY MANAGEMENT AGENCY FOR THE

MUSCOGEE COUNTY SHERIFF?S OFFICE TO FUND THE PURCHASE OF SUPPLIES AND EQUIPMENT

FOR THE HAZARDOUS DEVICES RESPONSE TEAM, WITH NO LOCAL MATCH REQUIRED, and

amend the Multi-Governmental Fund by the amount awarded.

WHEREAS, Columbus is eligible for $159,962.00; and,

WHEREAS, the grant period runs from August 21, 2009 to December 31, 2012.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager or his designee is hereby authorized to submit, and if

approved, accept a grant from the Georgia Emergency Management Agency for

$159,962.00, or the amount approved, with no matching funds, to fund the

Muscogee County Sheriff?s Office purchase of supplies and equipment for the

Hazardous Devices Response Team.
