Asst. City Manager for Administrative Serv., Decatur, GA
Ms. Arnold will present the pros and cons of wireless initiatives for Decatur,
Georgia. The City of Decatur, founded in 1823, is the second oldest
municipality in the Atlanta metropolitan area and serves as the county seat of
DeKalb County. With a population of approximately 20,000 and covering four
square miles, Decatur is one of the most densely populated cities in Georgia.

This presentation will focus on how communities can capitalize on opportunities
by carefully considering the state of technology within their borders, deciding
whether and how to get involved, and, if feasible, leading an effort to create
an infrastructure that will provide high-speed, broadband connectivity to all
points within the community to enhance economic development, overcome the
digital divide, and improve government service delivery.

One of our key decisions for the future is what we do when we attain our goal
of paying CCG employees 100% market salaries. Carl Vinson/University of
Georgia recommend a performance pay system for organizations that are paying
market salaries. In this presentation we will demonstrate how this type of
plan works with a step system and a couple of optional deployment methods.

This presentation will provide an overview of growth the community has
experienced in recent years and projected growth anticipated from BRAC and
economic development projects. The presentation will also provide an
assessment of City infrastructure (stormwater facilities, government
facilities, and transportation) and outline proposed improvements necessary to
prepare for the projected growth.
