SUBJECT: Federal Economic Stimulus Grants
INITIATED BY: City Manager?s Office
Recommendation: Approval is request of a resolution authorizing the Columbus
Consolidated Government to submit application(s), and if awarded, accept
Federal Economic Stimulus Grants) from Federal Agencies under the American
Recovery and Reinvestment Act (ARRA) of 2009.
Background: The American Recovery and Reinvestment Act (ARRA) of 2009 is an Act
of Congress enacted by the 11th United States Congress and signed into law by
President Obama on February 17, 2009. The Act includes federal tax cuts,
expansion of unemployment benefits and other social welfare provisions, and
domestic spending in education, health care, and infrastructure, including the
energy sector. The Columbus Consolidated Government has established an
oversight team to create guidelines and insure compliance with the requirements
of ARRA and provide monthly updates.
Analysis: The Columbus Consolidated Government may qualify for funding under
this Act for Transit-METRA, Workforce Investment, CDBG, Housing, Homelessness,
Infrastructure, Transportation, or other Projects that are 100% funded by
federal or state programs. This resolution would enable the city to meet
deadlines required by future funding opportunities.
Financial Considerations: If the City chose not to apply for the ARRA grants,
Columbus would be turning down economic stimulus funds intended to support
national, state and local economic initiatives. ARRA initiatives are being
developed to promote economic recovery, to stabilize budgets, to assist in jobs
creation, to provide a diluting affect in reductions in essential public
services such as transportation, and to provide investments designed to spur
economic efficiencies. Any program requiring a local match would be brought
back to council through a separate resolution.
Legal Considerations: A resolution from the City Council authorizing
application for a grant, authorizing the City Manager or Mayor to apply for,
accept ARRA funds, and to enter into a contract with the Federal or State
Agency. The intent is to further apply for ARRA funding in compliance with all
applicable Federal Regulations governing appropriations at such time as said
appropriations are made available.
Recommendations/Actions: Approve a resolution authorizing the Columbus
Consolidated Government to submit application(s) for, and if awarded, accept
Federal Economic Stimulus Grants) from Federal Agencies under the American
Recovery and Reinvestment Act (ARRA) of 2009.

A RESOLUTION AUTHORIZING THE COLUMBUS CONSOLIDATED GOVERNMENT OF COLUMBUS,
GEORGIA, TO SUBMIT APPLICATION(S) FOR, AND IF AWARDED, ACCEPT FEDERAL ECONOMIC
STIMULUS GRANT(S) FROM FEDERAL AGENCIES UNDER THE AMERICAN RECOVERY AND
REINVESTMENT ACT (ARRA) OF 2009 AND AUTHORIZE THE MAYOR OR CITY MANAGER TO
APPROVE ANY CONTRACT(S)/DOCUMENTATION ON BEHALF OF THE CITY SHOULD THE
APPLICATION(S) RECEIVE APPROVAL, AND AMEND THE APPROPRIATE FUND BY THE AMOUNT
OF THE AWARD.
WHEREAS, the American Recovery And Reinvestment Act (ARRA) of 2009 is

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
(1)
That the Mayor or City Manager is authorized to apply for funding under
this Act on behalf of the City for Federal economic stimulus assistance for
Transit-METRA, Workforce Investment, CDBG, Housing, Homelessness,
Infrastructure, Transportation, or other Projects; and
(2)
That the Mayor or City Manager or appropriate staff is authorized to
execute contracts and other necessary documents if awarded funding under this
Act; and
(3)
That the Columbus Consolidated Government Departments are authorized to
furnish additional information as may be required in connection with the
application(s);
(4)
That applications for grants under this resolution shall only be for
those projects that are funded 100 percent by these federal or state programs
under this ARRA.
