An Ordinance adopting changes to the Columbus Consolidated Government

Classification and Pay Plan recommended by the Carl Vinson Institute of the

University of Georgia and/or by the Mayor and City Manager; and for other

purposes.

THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY ORDAINS:



SECTION ONE



That the Human Resources Department is authorized to make changes to the

Columbus Consolidated Government Classification and Pay Plan and/or to make

changes to the title, grade, step or salary of individual positions as

hereafter noted:



Part A - The following positions included in the Columbus Consolidated

Government Classification and Pay Plan were reviewed by the Carl Vinson

Institute of the University of Georgia as classification appeals and are

recommended for change in classification by Dr. Condrey. The Mayor and City

Manager concur with these recommendations.



CIV/7 Events Coordinator is changed from grade 14 to grade 15.

CIV/12 Box Office Coordinator is changed from grade 10 to grade 12.

CMO/9 Risk Management Tech. grade 12 is changed to Admin. Services Coord. grade

14.

CMO/14 Mailroom Supervisor is changed from grade 11 to grade 12.

CMO/11 Citizen Service Center Coordinator is changed from grade 12 to grade 14.

FD/31 Fire Payroll Technician is changed from grade 10 to grade 12.

FM/5 Body Shop Supervisor is changed from grade 15 to grade 16.

FB/4 Forestry Administrator grade 18 footnote added, ?Place at grade19 with ISA

certification.?

FB/19 Truck Driver grade 10 is changed to Equipment Operator III grade12.

IT/9 Application Developer is changed from grade 17 to grade19.

IT/11 Host Operations Supervisor is changed from grade 17 to grade 19.

IT/5 Web Development Manager is changed from grade 21 to grade 22.

IT/4 Local Area Network Manager is changed from grade 21 to grade 22.

PD/31 Police Human Resources Technician grade 12 is added.

SD/3 Major is changed from grade 22 to grade 23 (Also listed in section C.)

SD/29 Sheriff Human Resources Technician grade 12 is added.

SE/5 Special Enforcement Officer is changed from grade 12 to grade 13.

ENG/13 Traffic Sign and Marking Supervisor is changed from grade 14 to grade 16.



Part B - The following positions included in the Columbus Consolidated

Government Classification and Pay Plan were reviewed by the Carl Vinson

Institute of the University of Georgia as individual appeals and are

recommended for change in title, grade, step or salary by Dr. Condrey. The

Mayor and City Manager concur with these recommendations.



Civic Center - Change two Building Service Workers grade 6 to Arena Technician

grade 9.

Civic Center - Change one Arena Tech. grade 9 to Facilities Maintenance Worker

I grade 11.

Engineering - Change four Traffic Signal Technicians grade 12 to grade 13.

Engineering - Change one Administrative Clerk I grade 9 to Administrative

Secretary grade 10.

Parks and Rec. - Change one Parks Maint. Worker I grade 7 to Parks Maint.

Worker II grade 8.

Parks and Rec. - Change one Parks Maint. Worker I grade 7 to Parks Crew Leader

grade 10.

Parks and Rec. - Change one Motor Equipment Operator grade 10 to MEO II grade

11.

Parks and Rec. - Change one Chem. Appl. Tech. grade 11 to Chem. Appl.

Supervisor grade 13.

Police - Change two Administrative Clerk I grade 9 to Administrative Secretary

grade 10.

Police - Change one Accounting Clerk grade 10 to Police Human Resources Tech.

grade 12.

PS Street Maint. - Change one Equipment Operator II grade 11 to PS Crew Leader

grade 12.

Sheriff - Change one Accounting Clerk grade 10 to Sheriff Human Resources Tech.

grade 12.



Part C - The following positions included in the Columbus Consolidated

Government Classification and Pay Plan were reviewed by the Carl Vinson

Institute of the University of Georgia as classification or individual appeals

and determined by Dr. Condrey to be properly classified and graded and/or

referred back to the City for further evaluation and management determination.

After further evaluation, the Mayor and City Manager recommend changes as

hereafter listed:

COC - Clerk of Council is changed from grade 21 to grade 22.

Inspections and Codes - Property Maint. Inspector is changed from 15 grade to

grade 16 with footnote ?May be designated ?II? and placed at grade 17; ?III?

and advanced 5% within range?

Fire- Promote one Lieutenant/Training grade 18 to Captain/Training grade 20.

MCP - Promote eleven Corrections Officers grade 12 to Corrections Technician

grade 14.

Sheriff - Jail Commander grade 23 footnote added ?Advance 5% in grade for Jail

Commander.?

Sheriff - Major grade 23 remove footnote and handle as a promotion.

Sheriff - Promote five Deputy Sheriffs grade 14 to Deputy Sheriff Technician

grade 16.

Sheriff - Promote eleven Deputy Sheriffs grade 14 to Field Training Officers

grade 16.

Classification and Pay Plan and will be scheduled to present their appeals to

the Columbus Council.

SECTION THREE



Ordinance No. 06-87 shall be amended by changing Section 4 to read as follows:



?Effective July 1, 2006, Fire/EMS Department sworn employees certified as and

receiving a supplement on June 30, 2006 for Emergency Medical

Technicians-Intermediate (EMT-I) shall be placed in the Pay Plan adopted by

Ordinance No. 06-40 at their appropriate grade based upon their current base

salary plus appropriate longevity increases. Effective July 1, 2006, the

$2600.00 EMT-I certification pay supplement shall be added to said base

salaries. Firefighters hired from October 1, 2002 to June 30, 2006 and under

employment contract to obtain National Registry EMT-I certification or have

their employment terminated shall also receive the $2,600.00 EMT-I

certification pay supplement upon receipt of said EMT-I certification and shall

be placed in grade 14 with no additional increase in salary. Any other EMT-I

certification supplemental pay shall be eliminated effective July 1, 2006.?



SECTION FOUR



All adopted changes have an effective date of July 1, 2006.



SECTION FIVE



All Ordinances or parts of Ordinances in conflict herewith are hereby repealed.
