Subject: Family Drug Court Grant



Initiated By: Superior Court



Recommendation: Approval is requested to apply for and to accept, if awarded,

a Substance Abuse and Mental Health Services Administration (SAMHSA) grant

award of $425,000 per year for five years, from July 1, 2018 to June 30, 2023,

or as otherwise awarded, with no local match requirement, for the purpose of

funding the Muscogee County Family Drug Court. The grant of $425,000 per year

will result in a total of $2,125,000 received for the five-year period.

Approval is also requested to amend the Multi-governmental Fund by the amount

awarded.



Background: This application is to expand substance use disorder (SUD)

treatment services in existing family treatment drug courts, which use the

family treatment drug court model in order to provide alcohol and drug

treatment to parents with a SUD and/or co-occurring SUD and mental disorders

who have had a dependency petition filed against them or are at risk of such

filing. Services must address the needs of the family as a whole and include

direct service provision to children (18 and under) of individuals served by

this project. Due to the opioid epidemic, expanded services would be beneficial

to those in need of treatment to make family reunification possible.



This grant program will be a partnership between the Muscogee County Family

Drug Court, Dr. Andrew Cox and New Horizons Community Service Board, who will

provide evaluations, assessments and treatment services.



This grant is for the funding of the program beginning the next fiscal year

starting July 1, 2018.



Analysis: This grant is a five-year grant starting July 1, 2018 and ending in

June 30, 2023. The funding will allow the existing program to continue to

provide and expand services and to increase the participants? ability to comply

with and attend their mandated treatment. Funding will provide needed community

monitoring and other supports, which will increase the participants? ability to

reunify with their children placed in the state?s custody.



Financial Consideration: This grant amount is $425,000 per year for five

years with no required match from the City of Columbus.



Legal Requirements: The requirements of the Grant are to provide the services

outlined by the grant and to remain within the guidelines of the Substance

Abuse and Mental Health Services Administration.



Recommendation: Authorize a resolution to apply for and accept, if awarded, a

Substance Abuse and Mental Health Services Administration grant for the

Muscogee County Family Drug Court in the amount of $425,000 per year for five

years, with no required match, totaling $2,125,000, or as otherwise awarded.

This funding will be used to for the operational expenses of the Muscogee

County Family Drug Court program, and to amend the Multi-governmental fund by

the amount awarded.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR AND ACCEPT IF AWARDED A

GRANT FROM THE SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION

(SAMHSA) TO FUND THE MUSCOGEE COUNTY FAMILY DRUG COURT WITH A GRANT AWARD OF

$425,000 PER YEAR FOR FIVE YEARS OR AS OTHERWISE AWARDED, WITH NO LOCAL MATCH

REQUIRED, TO PROVIDE FUNDING TO EXPAND THE PROGRAM?S OPERATIONS FROM JULY 1,

2018 THROUGH JUNE 30, 2023 FOR A TOTAL OF $2,125,000 OVER THE FIVE YEAR PERIOD,

AND AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT AWARDED.



WHEREAS, funds have been made available from the Substance Abuse and Mental

Health Services Administration to the Muscogee County Family Drug Court for a

60 month period from July 1, 2018 to June 30, 2023, with no required match; and,



WHEREAS, funds have been made available from SAMHSA to expand substance use

disorder treatment services in existing Family Treatment Drug Courts; and,



WHEREAS, SAMHSA has solicited applications from Family Treatment Drug Courts

throughout the nation; and,



WHEREAS, if awarded said funds, the Muscogee Court Family Drug Court will

partner with Dr. Andrew Cox and New Horizons, CSB for evaluations, assessments

and treatment services, and,



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS

FOLLOWS:



That the City Manager is hereby authorized to apply for and accept if awarded a

Substance Abuse and Mental Health Services Administration grant to provide

funding for the Muscogee County Family Drug Court in the amount of $425,000 per

year for five years, with no local match required, to amend the

Multi-governmental Fund by the amount of the award.
