BOARD OF HONOR



Meeting

June 7, 2007



Members Present: Mr. Bob Hydrick, Mr. Billy Watson, Mr. Jack Land and Superior

Court Judge Bobby G. Peters.



Members Absent: Judge Clay Land, Mr. John Wells, and Mr. Milton Hirsch.





Mailouts: Initial request from Mr. Chris Schuster, President of CORTA (Columbus

Recreational Tennis Association) Board of Directors to install a ?Memorial

Bench? to honor the memory of Mr. Bob Vincent as submitted by the Council as

called for by Councilor Glenn Davis.



Chairman Mr. Bob Hydrick called the meeting to order at 3:03 p.m. in the

Mayor?s Conference Room, 6th Floor, Government Center. There was a quorum

present for the meeting.



Request: Install a ?Memorial Bench? honoring the memory of Bob Vincent:



Mr. Watson requested information from a previous request to install a bench at

Lakebottom Park. Deputy Clerk of Council Davis provided the board members with

the minutes of the August 4, 2005 meeting where the discussion took place to

install a memorial bench in honor of Mr. Thomas Magill Wellman at Lakebottom

Park. The request was submitted by Ms. Betsy Calhoun and Councilor Charles E.

McDaniel, Jr. made the request for consideration by the Board of Honor.



After reviewing the previous minutes, Mr. Watson pointed out that when we had a

similar request to place a memorial bench at Lakebottom Park, the board

requested at that time that the Council adopt a policy regarding memorials at

public parks. The board members questioned whether a policy had been adopted.



Deputy Clerk of Council Davis then recapped the purpose for this meeting by

stating that Mr. Chris Schuster, President of CORTA, submitted a letter

requesting to install a ?Memorial Bench? to honor the memory of Bob Vincent,

who was said to have been a ?great contributor to the tennis community?.



Mr. Watson reiterated the previous request for the Council to adopt a policy

regarding memorials in public parks. Mr. Hydrick suggested that the request

for a policy accompany the recommendation from this board on this new request

for a memorial in a public park. Mr. Land then made a motion to approve the

request and we would also ask for some guidance from Council on a specific

policy. Seconded by Mr. Watson and carried unanimously by those four members

present for this meeting.



Judge Peters asked about the current criteria, which is basically that the

person must be deceased, a resident of the community and contribute or

participate within the community. Mr. Hydrick recalled that there was a policy

that was established when there was a real push to name one of the wings or

some part of the Government Center in honor of former Mayor J. R. Allen and

former Councilor Jesse Binns after they had passed away. Deputy Clerk of

Council Davis then read excerpts from the ordinance establishing the Board of

Honor regarding the charge and mission of the board. Judge Peters pointed out

that Columbus is the only City that requires that the person be deceased.



There being no other business to discuss, this meeting adjourned at 3:15 p.m.
