SUBJECT: Muscogee County Emergency Sheltering Agreement
INITIATED BY: Riley Land, Emergency Management
Recommendation: Approval is requested to authorize the Mayor to enter into an
agreement with Georgia Emergency Management Agency which provides emergency
evacuation shelter equipment and other items for the Columbus-Muscogee County
area.
Background: The purpose of this Agreement is to set forth terms by which
the Georgia Emergency Management Agency shall provide emergency evacuation
shelter equipment and other items as listed to Columbus-Muscogee County located
within the State of Georgia to support all hazards emergency management
missions.
Analysis: Agreement is renewed annually to insure equipment and support to
Columbus from the State of Georgia in the event of an emergency requiring mass
sheltering of persons from outside of Muscogee County.
Financial Considerations: FEMA and State of Georgia agrees to assist Muscogee
County with equipment and other means of support with the mission of mass
sheltering of persons from outside of Muscogee County.
Projected Annual Fiscal Impact Statement: No cost to the City to enter into
this agreement.
Legal Considerations: Council approval is required to authorize the Mayor to
sign and thereby enter into this agreement with the Georgia Emergency
Management Agency.
Recommendations/ Actions: Recommended that Council approve this resolution
authorizing the Mayor to sign this agreement on behalf of the City of
Columbus/Columbus Consolidated Government.

A RESOLUTION AUTHORIZING THE MAYOR'S SIGNATURE ON AN AGREEMENT BETWEEN THE
GEORGIA EMERGENCY MANAGEMENT AGENCY AND THE COLUMBUS CONSOLIDATED GOVERNMENT.
WHEREAS, the State of Georgia and cities within its boundaries, to include
Columbus, Georgia are subject to emergencies and disasters caused by natural,
manmade and technological hazards; and,
WHEREAS, these emergencies and disasters would directly affect the citizens
therein and might cause a large number of them to evacuate to Columbus,
Georgia; and,
WHEREAS, this agreement sets forth the terms by which the Georgia Emergency
Management Agency shall provide Emergency Evacuation equipment and other items
located within the State of Georgia to support all-hazards emergency management
missions; and,
WHEREAS, this agreement is renewed yearly by the Mayor?s signature and has been
in effect for a number of years; and,
WHEREAS, the Emergency Management Division of the Columbus Fire and Emergency
Medical Services will maintain, manage, and implement this agreement in the
event it should become necessary.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
1. Effective ________________ the attached document is adopted by the Columbus
Consolidated Government and council authorizes the Mayor to affix her signature
to the document.
