SUBJECT: Property Acquisition ? 3801 South Lumpkin Road



INITIATED BY: Department of Community Reinvestment



Recommendation: Approval is requested to purchase 8.251 +/- acres of property

at 3801 South Lumpkin Road a/k/a 061 001 002 for the Oxbow Meadows Project in

Columbus, Muscogee County, Georgia (see attached map).



Background: The City has acquired property and assembled property for the

development of Oxbow Meadows as outlined in the 1999 SPLOST. The 8.251 +/-

acre of property is to be acquired for the assembling of property for the Oxbow

Meadows Project. The above property is located on South Lumpkin Road near the

main gate entrance to Fort Benning Military Reservation and the new Infantry

Museum.



The property is located adjacent to a closed landfill site where the City

currently maintains a landfill closure permit with the Environmental Protection

Division. The acquisition of this property will allow the City to extend the

limits of the landfill closure permit and to better address any environmental

concerns on the adjacent property.



Analysis: Through good faith negotiations, the City and owners have agreed

upon a fair and equitable price for the property. Based upon appraised values

from both parties, the agreed upon price is $629,014. The owners have asked

the City to pay for the closing cost associated with the sale of the property.

The anticipated closing costs are approximately $800.



Financial Considerations: The purchase price of the property is $629,014. The

city will pay all closing cost associated with the purchase. The purchase of

the property will be funded with 1999 SPLOST - Oxbow Meadows funds.



Legal Considerations: The purchase of property requires Council approval.



Recommendations: Approve the attached Resolution to purchase 3801 South

Lumpkin Road a/k/a 061 001 002 for the Oxbow Meadows Project in Columbus,

Muscogee County, Georgia.

A RESOLUTION AUTHORIZING THE PURCHASE OF 8.251 ACRES OF PROPERTY AT

3801 SOUTH LUMPKIN ROAD A/K/A 061 001 002 FOR THE OXBOW MEADOWS PROJECT IN

COLUMBUS, MUSCOGEE COUNTY, GEORGIA (SEE ATTACHED MAP).

WHEREAS, 3801 South Lumpkin Road a/k/a Tax Map 061 001 002 is to be

acquired to assemble property for the Oxbow Meadows Project; and,



WHEREAS, the total acreage of the property is 8.251 +/- acres; and,



WHEREAS, it has been determined the price of $629,014 is fair and

equitable; and,



WHEREAS, the purchase of the property will be funded with 1999 SPLOST ?

Oxbow Meadows funds; and,



WHEREAS, it is in the best interest of the Consolidated Government of

Columbus, Georgia to purchase the properties.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS

FOLLOWS:



That the City Manager is hereby authorized to purchase 8.251 acres of

property at 3801 South Lumpkin Road a/k/a Tax Map 061 001 002 for the purchase

price of $629,014.00 from Mr. James D. Jones and Mr. Dennis E. Lott to continue

the assemblage of property for the Oxbow Meadows Project. The purchase of the

property will be funded with 1999 SPLOST ? Oxbow Meadows funds.

Introduced at a regular meeting of the Council of Columbus, Georgia,

held the _________day of _____________, and adopted at said meeting by the

affirmative vote of ____________members of said Council.
