SUBJECT: Agenda Report ? Ordinance enacting two-hour ranked parking zones and a

15-minute loading zone on 11th Street between 6th Avenue and 7th Avenue.



INITIATED BY: Traffic Engineering





Recommendation: Approve an ordinance enacting the following:



1. Ranked parking with a two-hour time limit along the South curb of 11th

Street beginning 42 feet from the East curb of 6th Avenue and running easterly

for 48 feet, beginning 115 feet from the East curb of 6th Avenue and running

easterly for 90 feet, and beginning 241 feet from the East curb of 6th Avenue

and running easterly for 36 feet.



2. A Loading Zone with a 15-minute time limit along the South curb of 11th

Street beginning 90 feet from the East curb of 6th Avenue and running easterly

for 25 feet.



Background: New ranked parking spaces were created on 11th Street between 6th

Avenue and 7th Avenue as part of the 6th Avenue Flood Abatement Project. In

August, 2014, the Council adopted an ordinance establishing eight ranked

parking spaces and a loading zone along the south curb. This ordinance placed

the loading zone directly in front of the customer entrance to the Royal Caf?,

which is located at 600 11th Street. The Traffic Engineering Division later

learned that the Royal Caf? management desired for the loading zone to be

placed to the west of the original location and adjacent to a ramp between the

sidewalk and the street. This ordinance will relocate the 15-minute loading

zone to the Royal Caf??s desired location. The total number of ranked parking

spaces along this block will not change.



Analysis: The Traffic Engineering Division inspected the site and

determined the conversion will produce no adverse effects. The new spaces will

provide on-street parking for Royal Caf? customers and Golden Foundry employees.



Financial Considerations: The cost of installing Traffic Control signs on both

sides of the street and installing new pavement striping for the loading zone

will be derived from the Traffic Engineering operating budget.



Legal Considerations: All ordinances require the approval of Council.



Recommendations/Actions: Approve an ordinance enacting two-hour ranked parking

zones and a 15-minute ?Loading Zone? on 11th Street between 6th Avenue and 7th

Avenue.
