SUBJECT: Property Lease Agreement ? 1999 Veterans Parkway
INITIATED BY: Department of Community Reinvestment
Recommendation: Approval is requested to enter into a lease agreement with
Advanced Disposal (formally known as Veolia Solid Waste) to lease vacant
property at 1999 Veterans Parkway for $381.15 per month for period of 18
months. Advance Disposal will also pay the City $5,200 in back rent.
Background: The City currently owns the parcel located at 1999 Veterans
Parkway. This property was originally designated as 20th Street (unopened)
which extended from 3rd Avenue to Veterans Parkway. The City owned all of the
parcels surrounding 1999 Veterans, to include 2015 Veterans which is currently
owned by Veolia Solid
Waste, until City Council declared them surplus in 1983. 1999 Veterans is the
only one still owned by the City.
On July 2, 1985, City Council approved leasing 1999 Veterans to the Columbus
Sandman, Inc. for $100 per month. There is no record of any lease agreement or
payment of $100 per month as indicated by the resolution, although it appears
the property has been occupied this entire time. The City reached out to
Advance Disposal to inquire about the lease agreement and they have no record
either. Advanced Disposal has requested to continue occupying the property and
has agreed to pay a monthly rent of $381 per month. They have also agreed to
pay back rent in the amount of $5,200 ($100 for 5 years). Advanced Disposal
will lease the property for 18 months and will vacate the property by December
2018.
Analysis: The City has no current or future use or plan for this property. The
tenant will be responsible for maintenance of the property, utilities, and must
maintain liability insurance. The tenant will also be responsible for cleaning
up the property when it?s vacated.
Financial Considerations: Allowing this property to be leased will generate
$381.15 per month, plus a one time $5,200 in revenues that will be deposited
into the general fund.
Legal Considerations: Any lease agreement involving the City requires Council
approval.
Recommendations/ Actions: Approval is requested to enter into a lease agreement
with Advanced Disposal to lease vacant property at 1999 Veterans Parkway for
$381.15 per month for period of 18 months to expire in December 2018. Advance
Disposal will also pay the City $5,200 in back rent.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LEASE AGREEMENT WITH
ADVANCED DISPOSAL TO LEASE VACANT PROPERTY AT 1999 VETERANS PARKWAY (#016 015
004).
WHEREAS, the above mentioned property is owned exclusively by the Columbus
Consolidated Government; and,
WHEREAS, the Columbus Consolidated Government has no current or future use or
plans for said property; and,
WHEREAS, Advanced Disposal has requested to lease the property for $381.15 per
month for a period of 18 months and will vacate the property by December 2018;
and,
WHEREAS, Advanced Disposal has agreed to pay the City $5,200 in back rent for
occupying the property since 2012.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into a lease agreement with
Advanced Disposal to lease vacant property at 1999 Veterans Parkway for $381.15
per month for period of 18 months, to accept $5,200 in back rent, and execute
all contracts, agreements and understandings related to the leasing of City
property.
