SUBJECT: Project Framework Agreement for Infantry Road &

Extension of the Follow Me Trail



INITIATED BY: Planning Department





Recommendation: Approval is requested to execute a Project Framework Agreement

(PFA) for the Infantry Road & Extension of the Follow Me Trail with the Georgia

Department of Transportation (GDOT).



Background: The Follow Me Trail Extension and the new Infantry Road will

connect to the newly constructed roundabout intersection on South Lumpkin Road.

The new road will provide a connection between South Lumpkin Road and Fort

Benning Boulevard. The road section will provide 2 - 12 ft lanes and include

an urban road shoulder extra wide to accommodate a 12 foot wide multi-use

trail. The extension of the Follow Me Trail will begin at the roundabout,

follow the road shoulder to the old railroad bed and turn north along the

railroad bed to connect to the South Lumpkin Trail - Phase I just north of the

National Infantry Museum. As with all projects developed through the City's

Transportation Improvement Program, the Georgia Department of Transportation

provided a Project Framework Agreement, for the City of Columbus to execute, in

order to authorize the work and funds for the above mentioned project.



Analysis: It is necessary to execute the Project Framework Agreement from the

Georgia Department of Transportation to proceed with this project. Upon

completion of the agreement, the project will be bid by the City.



Financial Considerations: Under this agreement, GDOT will provide 80 percent

of the Preliminary Engineering and Construction Cost ($1,200,000.00). The local

match of 20 percent or $300,000.00, for a total of $1,500,000.00. Funds are

budgeted in Capital Improvement Program under the TSPLOST Discretionary funds -

Resolution #283-16.



Projected Annual Fiscal Impact Statement: Upon completion of this project, the

City will be responsible for all general maintenance.



Legal Considerations: The City will be subject to all federal and state laws

mandated under this agreement.



Recommendations/ Actions: Approval is requested to enter into a Project

Framework Agreement between the City and the Georgia Department of

Transportation for the Infantry Road & Extension of the Follow Me Trail.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROJECT FRAMEWORK

AGREEMENT WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION FOR THE NEW INFANTRY

ROAD AND EXTENSION OF THE FOLLOW ME TRAIL.

WHEREAS, the Georgia Department of Transportation has authorized State Z230

funding for the new Infantry Road & Extension of the Follow Me Trail project in

the amount of $1,200,000.00 (80%), which requires a local match of twenty (20)

percent; and,

WHEREAS, the local match of $300,000.00 has been identified in the Capital

Improvement Program, TSPLOST Discretionary Funds - Resolution #283-16.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a contractual

agreement with the Georgia Department of Transportation for the new Infantry

Road and the extension of the Follow Me Trail project in the amount of

$1,500,000.00 and will be funded through the use of State Z230 Transportation

Funds ($1,200,000.00 - 80%), which requires a 20 percent match ($300,000.00). A

20% local match has been identified in the Capital Improvement Program (CIP).
