MINUTES # 21-08
The Columbus, Georgia, Board of Tax Assessors met Monday, June 16, 2008 at
9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor
Richard Stallings and Assessor Ann Grantham. Also present was Chief Appraiser
Betty J. Middleton. Assessor Pat Hunter was absent.
Assessor Lawton Grantham made the motion to approve Min#20-08; Assessor Ann
Grantham seconded the motion; motion carried unanimously.
Assessor Ann Grantham made the motion to excuse Assessor Pat Hunter; Assessor
Richard Stallings seconded the motion, motion carried.
The Board signed assessment corrections for real estate.
The Board reviewed and approved soil conservation use valuations for 2008.
Met with Atty Nicholson, Atty Dodds and Mr. Norris concerning Parcel ID 075 001
011 regarding the appeal filed on the revaluation of land owned by Atty
Nicholson and Atty Dodds? clients. They said the land is in a long-term
unfavorable lease and with the increase in the assessment, the annual taxes are
greater than the lease fee. Atty Dodds requested the Board to tax the lease as
having an Estate for Years as the lease is recorded in the Clerk of Superior
Court?s Office and is for more than 5 years. After discussion the Board
requested Chief Appraiser Betty Middleton to check with the City Attorney if
they legally could tax separately for the Estate for Years.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:

2008 Transfers/Rev: 18
2008 Condo Rev: 1
NBHD Rev: 9
Corrections: 2
2008 Map Splits: 16
Multi-Year Map Splits: 3
Com Div Mgr Linda King apprised the Board that the Springer Opera House Arts
Assoc. is asking for a letter from the Board before starting their building
project. The Board advised that they need a written request explaining the type
of structure and the use of the building when it is completed. The Board will
respond in writing after they received the letter from the Springer Opera House
Arts Assoc.

Chief Appraiser Betty Middleton informed the Board that Atty Hargrove contacted
her to find out what value range could be used to mediate a pending court case.
Met with Residential Division Manager Bob O?Brien to discuss a value range that
could be used for the mediation. After discussion Assessor Lawton Grantham made
a motion to go with the lowest value of the range; Assessor Ann Grantham
seconded the motion; motion carried.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
Assessment Corrections: 2(-)
Appeal: 1(-)
The Board reviewed and made a final approval of all value changes for personal
property and real property before mailing Official Tax Notices.
