SUBJECT: PCI, Inc. ? Variance to Parking Requirements



INITIATED BY: Engineering Department







Recommendation: Approval is requested of a parking variance to the maximum

number of parking spaces allowed in accordance to the UDO for PCI, Inc.,

located at 8801 Macon Road.



Background: PCI is a manufacturing facility whose employees work in shifts.

They advise that they are experiencing parking issues during shift changes due

to not enough parking spaces to park vehicles for both shifts at the same

time. This requires employees to move their vehicles into a parking space

after their shift begins which impacts production. PCI submitted construction

plans to increase the parking from an existing 39 parking spaces to 67 parking

spaces.



Analysis: PCI facility was constructed prior to the adoption of the UDO. In

accordance to Section 4.3.11, Changes to Required Number for Parking, of the

UDO requirement, staff can only approve a + or -10% of the required parking.

The PCI parcel has some 59 acres that provides considerable green space. The

addition of 28 new parking spaces will have minimal impact to overall green

space.



Financial Considerations: There are no costs to the City beyond administrative

cost for permitting and inspections.



Projected Annual Fiscal Impact Statement: There are not future fiscal impacts

to the City.



Legal Considerations: A variance to the City Code requirements of Section

4.3.11 to exceed the UDO parking requirement by more than 25% requires Council

approval.



Recommendations/ Actions: Approval is requested for approval of resolution

authorizing a parking variance to the maximum number of parking spaces allowed

in accordance to the UDO for PCI, Inc., located at 8801 Macon Road from 39

parking spaces to 67 parking spaces.

A RESOLUTION AUTHORIZING A VARIANCE TO CITY CODE SECTION 4.3.11 CHANGE

IN REQUIRED NUMBER OF SPACES TO ALLOW PCI, INC. LOCATED AT 88O1 MACON ROAD TO

INCREASE THE NUMBER OF PARKING SPACES FROM 39 TO 67 PARKING SPACES.



WHEREAS, City Code Section 4.3.11 Change in required number of parking

spaces provides for Council approval for increases in parking space of more

than 25%; and,



WHEREAS, PCI, Inc. is a manufacturing facility that is experiencing a

shortage in parking during shift changes; and,



WHEREAS, the allowance of a variance to increase parking resolves this

issue.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



THAT A VARIANCE IS HEREBY AUTHORIZED TO CITY CODE SECTION 4.3.11

CHANGE IN REQUIRED NUMBER OF SPACES TO ALLOW PCI, INC. LOCATED AT 88O1 MACON

ROAD TO INCREASE THE NUMBER OF PARKING SPACES FROM 39 TO 67 PARKING SPACES.
