SUBJECT: Muscogee County Pre-Disaster Hazard Mitigation Plan



INITIATED BY: Riley Land, Deputy Director, Emergency Management Division

Columbus Fire and Emergency Medical Services







Recommendation: Approval is requested for the adoption of the Muscogee County

Pre-Disaster Hazard Mitigation Plan.



Background: The Georgia Emergency Management Agency requires that this

agreement be adopted in order to meet Federal Emergency Management Agency and

Georgia Emergency Management Agency requirements and to make Columbus eligible

for federal and state aid in the event of a disaster or emergency and is to be

updated every five (5) years.



Financial Considerations: There is no cost for the agreement but without the

agreement the city would be liable for all costs and expenses in the event of a

declared disaster or emergency.



Projected Annual Fiscal Impact Statement: N/A



Legal Considerations: Council is the approving authority on this agreement.

This agreement has been approved as to form by the City Attorney's Office.



Recommendations/Actions: Approval is requested for the Council to adopt by

resolution the Muscogee County Pre-Disaster Hazard Mitigation Plan.









A RESOLUTION

NO. _____



WHEREAS, the State of Georgia and the City of Columbus are vulnerable

to a wide range of natural and man-made disasters and local jurisdictions are

required by the Federal Emergency Management Agency and The Georgia Emergency

Management Agency to make certain and specific plans to address local hazards

and threats; and,



WHEREAS, the purpose of the Pre-Disaster Hazard Mitigation Plan is to

identify these threats and hazards, conduct evaluations of emergencies and

disasters that have occurred within these jurisdictions and to make

recommendations for mitigation actions and strategies to address these hazards

and threats; and,



WHEREAS, the Pre-Disaster Hazard Mitigation Plan is complete and has

been approved by the Federal Emergency Management Agency and The Georgia

Emergency Management Agency; and,



WHEREAS, the completion and approval of the Pre-Disaster Hazard

Mitigation Plan is required by the Federal Emergency Management Agency for the

Columbus Consolidated Government to be eligible for federal disaster

reimbursement funds and assistance in the event of a federally declared

emergency or disaster; and,



WHEREAS, the Pre-Disaster Hazard Mitigation Plan must be adopted by the

Council of Columbus, Georgia to be valid and in effect.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



That the Mayor is hereby authorized to execute the Pre-Disaster Hazard

Mitigation Plan as a valid and recognized plan for the Columbus Consolidated

Government, City of Columbus and a copy of this resolution will be forwarded to

the Georgia Emergency Management Agency by the Emergency Management Division of

the Columbus Fire and Emergency Management Agency to signify this act.
