I. GEORGIA POWER EASEMENT AT 3808 ROSEMONT DRIVE:
Approval is requested to grant an easement for use, access and construction to
Georgia Power Company onto the property located at 3808 Rosemont Drive,
Columbus, Muscogee County, Georgia for an amount of $28,500 to install a power
pole and utilities. The Georgia Department of Transportation is installing
access lanes at the intersection of Woodruff Road and Warm Springs Road.
II. RURAL FIRE DEFENSE COOPERATIVE LEASE AGREEMENT AND MEMORANDUM OF
UNDERSTANDING:
Approval is requested to enter into a Rural Fire Defense Cooperative Lease
Agreement and Memorandum of Understanding, which will allow the city of
Columbus to be able to obtain specialized brush and wildland firefighting
equipment at no cost to the city through the Georgia Forestry Commission's
screening process.
III. STREET ACCEPTANCE - THRUSH DRIVE, NUTHATCH COURT AND THAT PORTION OF WREN
CREEK DRIVE LOCATED IN SECTION TWO, WRENWOOD:
Approval is requested for the acceptance of a deed to Thrush Drive, Nuthatch
Court and that portion of Wren Creek Drive located in Section Two, Wrenwood. No
City funds are involved until maintenance is assumed after the two-year
warranty.
IV. JUVENILE JUSTICE DELINQUENCY AND PREVENTION FAMILY DRUG COURT
IMPLEMENTATION GRANT:
Approval is requested to submit a grant application and if awarded, accept
funds up to $600,000 from the Office of Juvenile Justice Delinquency and
Prevention for the operation of a Muscogee County Family Drug Court with a 25%
in-kind match requirement to be fulfilled by existing budgeted expenditures of
the Juvenile Court and amend the Multi-Governmental Fund by the amount of the
grant award. The grant period is from October 1, 2016 to September 30, 2019.

V. FY17 FAMILY CONNECTION GRANT:
Approval is requested to submit an application and, if approved, accept a grant
for $47,000, or as otherwise awarded, from the Georgia Department of Human
Services with no local match required and to amend the Multi-Governmental Fund
by the amount of the grant award.
VI. SUBSTANCE ABUSE MENTAL HEALTH SERVICES ADMINISTRATION GRANT:
Approval is requested to submit an application, and if approved, accept
$975,000 from the US Substance Abuse and Mental Health Services Administration
(SAMHSA) for the operation of the Muscogee County Adult Felony Drug Court, from
October 1, 2016 to September 30, 2019 with no local match, and to amend the
Multi-Governmental Fund by the amount of the grant award.
VII. CRIMINAL JUSTICE COORDINATING COUNCIL GRANT:
Approval is requested to submit an application, and if approved, accept
$396,753 or as otherwise awarded from the Criminal Justice Coordinating Council
for the operation of the Muscogee County Adult Felony Drug Court, from July 1,
2016 to June 30, 2017 with a 10% local match required, and to amend the
Multi-Governmental Fund by $434,256 (award plus match) or as otherwise awarded.
VIII. ONE-TIME BONUS TO COLUMBUS POLICE DEPARTMENT SWORN OFFICERS: (ADD ON)
Approval is requested to authorize each sworn officer in the Columbus Police
Department to receive a one-time bonus of $1,500 for those sworn officers on
payroll as of January 1, 2016. The one time bonus will be paid for from the
FY16 budget from salary savings at a total cost of $641,056.
