MINUTES # 17-09





The Columbus, Georgia, Board of Tax Assessors met Monday, May 4, 2009 at 9:00AM

with Chairman William Braxton, Assessor Richard Stallings, Assessor Lawton

Grantham, Assessor Ann Grantham and Assessor Pat Hunter present. Also present

was Chief Appraiser Betty J. Middleton.



Assessor Lawton Grantham made the motion to approve Min#16-09. Assessor Pat

Hunter seconded the motion. Motion carried unanimously.



Met with Ms. Prior regarding the removal of homestead exemption for PID 003 008

022. Ms. Prior stated that her mother requested the address change while she

was out of the country job related. She said the person staying in her house

during her absence took care of her animals. Ms. Prior presented utility bills

in her name. Assessor Ann Grantham made a motion to reinstate homestead

exemption for 2009; Assessor Pat Hunter seconded the motion, motion carried.



Mrs. McCullars representing the Tax Commissioner?s Office appeared regarding

the removal of homestead exemption for 2009 (PID 082 027 010). She stated

correspondence was mailed in December to the situs address; however, was

returned giving a new mailing address of adjoining county. The Tax

Commissioner?s Office mailed letter in March informing her that her homestead

exemption has been removed for 2009. They received a letter from Mrs. Watson

stating she moved in August and a cousin lives in the house.



Mrs. Watson had an appointment to meet with the Board of Tax Assessors,

however, did not appear. (PID 082 027 010)



Met with Commercial Linda King, reviewed and approved the methodology for the

Met with Personal Property Manager Oliver Juhan, reviewed and approved the

Chief Appraiser Betty Middleton shared with the Board information received from

a tax

representative concerning proof of timely mailing a real estate tax return.



Chief Appraiser Betty Middleton discussed with the Board the legislation, which

has been

signed into law and the effect it will have on the operation of the Office.



The Board and Chief Appraiser Betty Middleton reviewed requests for

non-taxability from

Neighbor Works Columbus, which were received April 29, 2009. The Board upheld

their

policy that all requests for non-taxability have to be received in this office

no later than April 1,

when the books close. The Board agreed to review them for 2010.
