MINUTES OF THE MEETING OF THE

DEVELOPMENT AUTHORITY OF COLUMBUS GEORGIA

January 4, 2007

Bob Gilson, Chairman, noting that a quorum was present and proper notice had

been given in accordance with the requirements of Georgia law, called the

January 4, 2007 meeting to order.



MINUTES

Upon motion made by Dick Ellis and seconded by Stella Shulman, the Authority

unanimously approved the minutes of the December 7, 2006 meeting hereto

attached as Exhibit ?A?.



FINANCIAL REPORT

Upon motion made by Allen Taber and seconded by Carmen Cavezza, the Authority

unanimously approved the December 2006 Financial Report which is attached

hereto as Exhibit ?B?.



Bob Gilson recognized Mayor Jim Wetherington and welcomed him to the meeting.



ECONOMIC DEVELOPMENT UPDATE

Becca Hardin gave a review of projects. The 2006 bottom line is about 3500

jobs and $1.3B in capital investment including the Kia project which is in the

Valley Partnership region. She presented the video prepared for Aflac about

its project.



PROPERTY

Dayton Preston reported that future needs will be for building space with

growth at Fort Benning and for office space. The Mutec Drive improvements

continue. Isaiah Hugley and David Arrington have been extremely helpful with

this project as with all projects. Two important projects are the Mutec Drive

and completion of the Eastern Connector.



OLD BUSINESS

Dick Ellis reported that the committee is to meet with Robbie Whyte. It is

expected that a concept will be presented at the February meeting of the

Authority. The subcommittee is looking at signage at the parks and signage on

the highways to get people to the parks.



NEW BUSINESS

None



LEGAL ISSUES

Denim North America LLC closed $3.843M bond on the acquisition of looms which

also saved about 100 jobs from Swift Galey.

The Aflac Projects Phase I and II for $80M bond closed by end of year.

Columbus Park Crossing Project for $27.5M bond also closed by end of year.

Foundation Properties considering using bond financing for the drama center

which is a $14M facility.



Mike Gaymon reminder the Board members of the proposed lease of the Chamber

facility to get federal funding for repairs. It is hoped that documents will

be ready for the February meeting.



Bob Gilson congratulated Stella Shulman on being the 2007 Chair of the Chamber

Board and Carmen Cavezza on being the 2007 Chair of the Valley Partnership

Joint Development Authority.
