SUBJECT: Fiscal Year 2010 Homeland Security Grant Program
INITIATED BY: Muscogee County Sheriff?s Office
Recommendation: Approval is requested to submit an application, and if
approved, accept a grant to receive (1) Thermo Scientific First Defender RMX
substance identification instrument from the Georgia Emergency Management
Agency for the Department of Homeland Security Fiscal Year 2010 Homeland
Security Grant Program/State Homeland Security Program.
Background: Funds have been allocated to the State of Georgia to prevent,
protect against, respond to, and recover from terrorist attacks, major
disasters, and other emergencies in accordance with the goals and objectives of
the State Strategic Plan. Muscogee County is eligible to receive (1) Thermo
Scientific First Defender RMX substance identification instrument.
Analysis: The Thermo Scientific First Defender RMX will be used to enhance the
capabilities of the Sheriff?s Office?s response to chemical, biological,
radiological, nuclear, and/or explosive related incidents.
Financial Considerations: The grant is to receive (1) Thermo Scientific First
Defender RMX substance identification instrument with no matching funds.
Projected Annual Fiscal Impact Statement: This grant will be funded one time
only, and will have no annual fiscal impact.
Legal Considerations: The Columbus Consolidated Government has been notified
of its eligibility to receive the equipment.
Recommendations/ Actions: Authorize to submit an application, and if
approved, accept a grant from the Georgia Emergency Management Agency for the
Department of Homeland Security Fiscal Year 2010 Homeland Security Grant
Program/State Homeland Security Grant Program.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION, AND IF
APPROVED, ACCEPT A GRANT FOR THE MUSCOGEE COUNTY SHERIFF?S OFFICE TO RECEIVE A
THERMO SCIENTIFIC FIRST DEFENDER RMX SUBSTANCE IDENTIFICATION INSTRUMENT FROM
THE GEORGIA EMERGENCY MANAGEMENT AGENCY FOR THE DEPARTMENT OF HOMELAND SECURITY
FISCAL YEAR 2010 HOMELAND SECURITY GRANT PROGRAM/STATE HOMELAND SECURITY GRANT
PROGRAM.
WHEREAS, Columbus is eligible to receive (1) Thermo Scientific First Defender
RMX substance identification instrument.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager or his designee is hereby authorized to submit, and if
approved, accept a grant from the Georgia Emergency Management Agency to
receive (1) Thermo Scientific First Defender RMX substance identification
instrument, with no matching funds, for the Muscogee County Sheriff?s Office.
