SUBJECT: Department of Health/Human Services Substance Abuse Mental

Health Service Administration Grant for Operating a Juvenile Treatment

Drug Courts



INITIATED BY: Juvenile Court







Recommendation: Approval is requested to submit an application and if

approved, accept funds from the Department of Health and Human Services

Substance Abuse and Mental Health Services Administration for the operations of

the Juvenile Drug Court Program and to amend the Multi-Governmental Fund by the

amount of the grant awarded. Grant amount is up to $325,000.00 per year for a

3 year period.



Background: This is a federal grant that will enhance treatment and provides

funding for juveniles who have co-occurring mental health and substance use

disorders who come into contact with Juvenile Court system.



Analysis: The Muscogee County Juvenile Drug Court has had a positive effect on

the juveniles and families served in particular and the community at-large in

general by reducing juvenile drug usage, juvenile criminal activity and

encouraging participants to become productive members of society.



Financial Considerations: The grant requires no match. This will be a

collaborative effort with New Horizon's Community Service Board.



Legal Considerations: The Columbus Consolidated Government is eligible to

enter into a contract with the Department of Health and Human Services

Substance Abuse and Mental Health Services Administration.



Recommendations/ Actions: Approve a resolution to authorize the City to submit

an application for, and if awarded, accept a grant from the Department of

Health and Human Services Substance Abuse and Mental Health Services

Administration for the operational purposes of the Juvenile Drug Court program

to provide services to youth with co-occuring disorders, mental health and

substance abuse, and to amend the Multi-Governmental Fund by the amount of the

grant awarded.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION AND, IF

AWARDED, ACCEPT A GRANT FOR UP TO $$325,000.00 PER YEAR FOR A PERIOD OF THREE

YEARS WITH NO MATCH REQUIREMENT FROM THE DEPARTMENT OF HEALTH AND HUMAN

SERVICES SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION FOR THE

GRANT TO EXPAND SUBSTANCE ABUSE TREATMENT CAPACITY FOR JUVENILE TREATMENT DRUG

COURTS AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT AWARDED.

WHEREAS, funds have been made available by the Department of Health and Human

Services, Substance Abuse and Mental Health Services Administration, Center for

Substance Abuse Treatment for the purpose to expand and /or enhance substance

abuse treatment services in "problem solving" courts which use the juvenile

drug court model in order to provide alcohol and drug treatment, recovery

support services supporting substance abuse treatment, screening, assessment,

case management and program coordination to juvenile defendants/offenders and,

WHEREAS, the Juvenile Drug Court operates on a team concept, but also as a

community collaborative effort with the majority of substance abuse treatment

being provided by New Horizon's Community Service Board and,

WHEREAS, this is a competitive grant with a dollar amount of up to $325,000.00

a year for a period of three years with no local match.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application

and, if approved, accept funds from the Department of Health and Human

Services, Substance Abuse and Mental Health Services Administration, Center for

Substance Abuse Treatment for operational expenses, or otherwise awarded, and

to amend the Multi-Governmental Fund by the amount of the grant awarded.
