COUNCIL BRIEFING
March 21, 2006
Members Present: Mayor Pro Tem John J. Rodgers and Councilors R. Gary Allen,
Wayne Anthony, Glenn Davis, Berry Henderson (arrived 8:43 a.m.), Charles E.
McDaniel, Jr., Julius Hunter, Jr., Evelyn Turner Pugh (arrived at 8:49 a.m.),
Nathan Suber and Evelyn Woodson (arrived 8:55 a.m.) Also present were Mayor
Robert S. Poydasheff, City Manager Isaiah Hugley, City Attorney Clifton Fay,
Finance Director Angela Cole, Assistant Finance Director Pam Hodge, Community
Reinvestment Director Lynette Gross, Clerk of Council Tiny B. Washington and
Deputy Clerk of Council Sandra Davis.
Members Absent: No one was absent.

This meeting was called to order at 8:41 a.m., in the Council Chambers
Conference Room, Plaza Level of the Government Center.

Announcements:
Mayor Poydasheff announced the celebration on March 24, 2006 at 3:00 p.m. to
welcome home the 3rd of the 3rd.
Also, Mayor Poydasheff announced the Eternal Flame of the Medal of Honor
Memorial Day at 11:00 a.m. on March 25, 2006.
Mid-year Adjustment:
The mid-year adjustment was continued on first reading. The following items
are included in the mid-year adjustment and are listed as follows:
Increase the overall budget 0.78%, which would increase the General Fund budget
by $139,963 from a total of $125.9 million to 126,000,100.
General Fund Contingency that would be used $297,559, which leaves a balance of
$40,000
Expenditures
2% increase for constitutional Officers
Increase of utilities at the jail to $132,000
$100,000 for diesel fuel for Metra
MCP utilities increased by $45,000
Demolitions expenditures - $134,354 with a balance of $14,500. Outstanding
demolitions of $43,330. The administration needs approximately $30,000 to
complete demolition through the end of this fiscal year.
Councilor Allen recalled the efforts to recoup monies for the cost of
demolition. City Manager Hugley advised that we do put liens on property.
Councilor Allen then suggested holding off on any further demolitions until
next fiscal year. Community Reinvestment Director Gross advised that
approximately two or three years ago, the ordinance was changed to allow the
City Manager to forgive any demolition liens for nonprofit organizations that
were going to build housing. Councilor Turner Pugh expressed concerns with
holding off on demolitions and agreed with adding the $30,000 as part of the
mid-year adjustment. Councilors Hunter and Suber also expressed their concerns
with removing the $30,000 for demolition.
