SUBJECT: BHAR Updated Design Guidelines



INITIATED BY: Planning Department







Recommendation: Approval is requested for the acceptance of the Updated Design

Guidelines as approved by the Board of Historic and Architectural Review.



Background: The Planning Department staff, with the assistance of the

Preservation Planner at the Lower Chattahoochee RDC, applied for and received

State Historic Preservation Grant Funds. The purpose of the application was to

update the City?s Design Guidelines by including the five (5) districts added

in 2001. Information characterizing these districts was not included in the

2000 document. Through a public-private partnership, Historic Columbus

Foundation, Inc., and MidTown, Inc., provided the necessary cash matching

funds. The City?s grant application was awarded the full requested amount of

$10,000.



Analysis: The last update of the Design Guidelines was completed in August,

2000 and a year after, in 2001, five (5) additional districts located in the

Wynnton historic area were added to the list of protected resources in the

City. Information specific to these districts, however, was not included in the

2000 document. The current guidelines are general in nature and professional

preservation staff has been able to interpret them for the new districts. A

committee comprised of citizens and city staff chose MACTEC Engineering as the

consultant for the project. Work began in early Spring 2009 and concluded on

March 15, 2010, when the BHAR adopted the updated design guidelines.

A RESOLUTION FOR THE ACCEPTANCE OF UPDATED HISTORIC DESIGN GUIDELINES THAT HAS

BEEN ADOPTED BY THE BOARD OF HISTORIC AND ARCHITECTURAL REVIEW



WHEREAS, the Planning Department staff applied for, and was awarded, grant

funds to update the Design Guidelines for the City?s historic districts; and,



WHEREAS, through a public-private partnership, MACTEC was the consultant hired

to update the Design Guidelines; and,



WHEREAS, the March 10, 2010 Final Draft of the Design Guidelines were approved

and adopted by the Board of Historic and Architectural Review on March 15, 2010.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to accept the Updated Design

Guidelines that has been adopted by the Board of Historic and Architectural

Review so the Board may rule on cases located in Columbus? historic districts

along with historically designated properties in a consistent and fair manner.
