Agenda Item # 2

Columbus Consolidated Government

Council Meeting

05/16/2006

Agenda Report # 134

TO: Mayor and Council

SUBJECT: Acceptance additional $50,000 to support the adult worker

employment and training activities under the Workforce Investment Act of 1998

(WIA)

INITIATED BY: Job Training Division (WIA)

Recommendation: Approval is requested for the acceptance of an additional

$50,000, awarded under the Workforce Investment Act (WIA), and authorize the

City Manager to serve as signatory official for funding allocated and awarded

by contractual agreement with the State of Georgia to support the adult worker

employment and training activities administered to meet the workforce needs of

our area.

Background: The Governor?s Office of Workforce Development (GOWFD) approved

the Lower Chattahoochee Workforce Area?s request for additional $50,000 to

support the adult worker employment and training activities.

Analysis: The budget cuts in our Workforce Investment Act formula allocations

would have severely hampered our ability to assist residents in using training

as a vehicle for economic success. Without this additional help would severely

impact the services made available to our adult clientele, as well as, our

local economy. This grant will assist the Lower Chattahoochee Workforce Area

to serve an additional 20 adults in the local workforce area.

Financial Considerations: No City funds will be involved. The City Finance

Department will have budgetary oversight over funds received and will adjust

the budget to represent the total grant award.

Legal Considerations: The City of Columbus must accept responsibility for

proper management of funding received under the Workforce Investment Act. A

worker's compensation policy is already maintained for program clients. All

funds for administering programs and activities under the Workforce Investment

Act will be allocated through grant awards with the State of Georgia and the

local workforce investment area.

Recommendation: Approve a resolution, for the additional amount of $50,000,

allocated to the Grant Recipient and Administrator under Workforce Investment

Act (WIA), and authorize the City Manager to serve as signatory official for

receipt of funding allocated and awarded by contractual agreement with the

State of Georgia for implementation of adult Workforce Investment programs in

the Lower Chattahoochee Workforce Investment Area (WIA-14).
