SUBJECT: 2013 Project Lifesaver
INITIATED BY: Columbus Police Department
Recommendation: Approval is requested to accept a one-time State of Georgia
Project Lifesaver Grant 2009-SJ-BHX-KO11, for approximately $4,000 in equipment
and training with no local match required and amend the Multi-governmental Fund
by the amount of the award.
Background: Funds have been allocated from the Project Lifesaver International
Federal Grant for search and rescue procedures and to help save lives. Project
Lifesaver has allocated funds for the enhancement of the Columbus Police
Department and the surrounding community.
Analysis: Project Lifesaver International is providing specific equipment and
training in the program and on the equipment. The Grant includes two
transmitters, two receivers, two headsets, two Omni Antennas, two wristbands,
two battery testers, and transmitter batteries. Funds include training and
certification of up to seven personnel.
Financial Considerations: This grant will provide equipment amounting to
approximately $4,000 to include training. Additional equipment is not included
in the grant and must be purchased separately either by fundraisers or billing
to the individuals through the departments.
Projected Annual Fiscal Impact Statement: There will be no fiscal impact as
the grant is fully funded and expenditures will be reimbursed by the State.
Legal Considerations: The Columbus Police Department is eligible to receive
these funds, and the funds have been approved through the Project Lifesaver
Grant.
Recommendation/Action: Authorize the City Manager to accept the Federal Grant
from Project Lifesaver International.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND, IF APPROVED,
ACCEPT A GRANT OF EQUIPMENT AND TRAINING FOR THE COLUMBUS POLICE DEPARTMENT
(ESTIMATED VALUE OF $4,000) FROM PROJECT LIFESAVER INTERNATIONAL GRANT
PROGRAM. THE GRANT IS UTILIZED TO STREAMLINE SEARCH AND RESCUE PROCEDURES
COVERING ALZHEIMER?S, AUTISM, DOWN SYNDROME, AND OTHER RELATED DISORDERS. ALSO
PROVIDED IS ORIENTATION FOR UNDERSTANDING CHARACTERISTICS, WANDER BEHAVIOR
MOTIVATIONS, SEARCH TECHNIQUES, ALONG WITH COMPLETE BACKGROUND OF PROJECT
LIFESAVER AND THEIR MANAGEMENT SYSTEM AND AMEND THE MULTI-GOVERNMENTAL FUND BY
THE AMOUNT OF THE AWARD.
WHEREAS, the Columbus Police Department would have tools to search and
rescue more effectively; and,
WHEREAS, receipt of equipment requested in the grant proposal will
greatly enhance safety of citizens in Columbus and the surrounding area; and,
WHEREAS, funds have been allocated through Project Lifesaver Federal
Grant 2009-SJ-BHX-K011; and,
WHEREAS, equipment will be utilized to respond to the location of
missing or lost persons with special needs, in a timely manner in Columbus and
the surrounding counties; and,
WHEREAS, this grant proposal requires no matching funds.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES AS
FOLLOWS:
That the City Manager is hereby authorized to submit an application
and, if approved, accept a Grant from Project Lifesavers International Federal
Grant Program from the State of Georgia.
