SUBJECT: Agreement with Enrichment Services, Inc. for Weatherization

Services

Recommendation: Approval is requested to execute an agreement with Enrichment

Services, Inc., to initiate a weatherization program under the city's Energy

Efficiency and Conservation Block Grant.



Background: The City applied for and received funds from the American Recovery

and Reinvestment Act of 2009, Public Law 111-5, through the Department of

Energy (DOE) under the Energy Efficiency and Conservation Block Grant (EECBG)

program. The EECBG Program provides a framework to reduce energy use and fossil

fuel emissions, and to improve energy efficiency. This Weatherization Program

will retrofit buildings that meet income eligibility requirements of 200% of

poverty level by conducting energy audits and the needed modifications to the

homes to increase Energy Efficiency. Enrichment Services, Inc., of Columbus

has been chosen to develop this program based on their current experience and

expertise with a similar state program they are now administering.



Analysis: An agreement is necessary to establish the scope of work and to

formalize a payment schedule to Enrichment Services, Inc.



Financial Considerations: Under this program $400,000 has been budgeted from

the EECBG grant to provide assistance to at least 40 low to moderate homes.

The limit per individual home is $6,500. The grant will cover any necessary

administration costs, as established under the proposed budget.



Legal Considerations: The City Attorney has reviewed the proposed agreement

and has approved it.



Recommendations/ Actions: Approve the attached resolution to execute an

agreement with Enrichment Services, Inc., to initiate a Weatherization Program

under the City's Energy Efficiency and Conservation Block Grant.















A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH

ENRICHMENT SERVICES, INC., FOR WEATHERIZATION SERVICES.

WHEREAS, the City has received an Energy Efficiency and Conservation Block

Grant funds in the amount of $1,844,866 under the American Recovery and

Reinvestment Act of 2009, and is proposing to use $400,000 of these funds for a

Weatherization Program for approximately 40 low to moderate income families;

and,

WHEREAS, the Enrichment Services Program, Inc., is a local, private, non-profit

community action agency founded in 1965, with an established Weatherization

Program that the city seeks to partner with to utilize this agency's expertise

and experience in this field.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into an agreement

with the Enrichment Services Program, Inc., to manage, maintain and monitor the

City's Weatherization Program as established under the grant funds awarded by

Energy Efficiency and Conservation Block Grant program for an amount not to

exceed $400,000.
