CITY MANAGER'S AGENDA

I. WESTVILLE - REQUESTED EXTENSION OF MEMORANDUM OF AGREEMENT:



Approval is requested to enter into an amended Memorandum of Agreement (MOA)

with Historic Westville, Inc. to extend the timeframe to begin normal

operations of the Living History Museum. On May 23, 2017, Council approved an

extension to the MOU through August 31, 2018 and the City?s partnership for the

construction of a public parking lot, for access to the Riverwalk, that will be

shared by Westville. On July 10, 2018, the last extension was approved through

November 30, 2018. Due to inclement weather, material change orders and

availability, etc., Westville is requesting an extension until March 31, 2019

for normal operations to begin. The Memorandum of Agreement between the City

and Historic Westville, Inc. will remain the same except for providing an

extension that will expire on March 31, 2019.





II. STREET ACCEPTANCE - THAT PORTION OF JAMESSON WAY - LOCATED IN REPLAT OF LOT

FR203 REPLAT OF PART OF LAND LOTS 62, 63 & 67, 9TH DISTRICT:



Approval is requested for the acceptance of that portion of Jamesson Way -

located in Replat of Lot FR203 Replat of Part of Land Lots 62, 63 & 67, 9th

District. The Department of Engineering has inspected these streets and

recommends the acceptance.





III. STREET ACCEPTANCE - REMEY DRIVE, THAT PORTION OF CONFETTI BLUSH DRIVE,

THAT PORTION OF SHOW TIME DRIVE, THAT PORTION OF FASHIONATA DRIVE AND THAT

PORTION OF HIGH HAT DRIVE LOCATION IN SECTION FOUR, OLD TOWN, A MIXED USE

COMMUNITY:



Approval is requested for the acceptance of a deed to Remey Drive, that

portion of Confetti Blush Drive, that portion of Show Time Drive, that portion

of Fashionata Drive and that portion of High Hat Drive located in Section Four,

Old Town, a Mixed Use Community. The Department of Engineering has inspected

these streets and recommends the acceptance.

IV. ADULT DRUG COURT:



Approval is requested to submit a grant application and if approved,

accept funds from the US Substance Abuse and Mental Health Services

Administration (SAMHSA) for the operation of the Adult Drug Court expansion

project, from May 31, 2019 to May 30, 2024, authorize a sole source contract to

New Horizons Behavioral Health and Dr. Andrew Cox and to amend the

Multi-Governmental Fund by the amount of the grant award. The City is not

required to provide a cash or In Kind matching funds to participate in this

grant program. The Columbus Consolidated Government will not be required to

continue this program when the grant funds have been expended.





V. HOMELAND SECURITY GRANT:



Approval is requested to accept a grant in the amount of $34,643 from

the Georgia Emergency Management Agency for the Department of Homeland Security

Fiscal Year 2018 Homeland Security Grant Program for the purchase of Explosive

Device Response Operations equipment and amend the Multi-Government Fund by the

award amount. These funds will vastly improve our capability to prevent,

protect against, respond to, and recover from terrorist attacks, major

disasters, and other emergencies within Muscogee County and the surrounding

area.





VI. ACCEPTANCE OF STATE FARMERS MARKET PROPERTY LOCATED AT 318 10TH AVENUE:



Approval is requested to accept the property located at 318 10th Avenue (020

016 006) from the State of Georgia and also to submit an EPA grant for up to

$500,000 and if approved, accept and amend the Multi-Governmental Fund for the

awarded amount. The property located at 318 10th Avenue is an abandoned

Farmers Market owned by the State of Georgia. The State of Georgia wishes to

quit claim these properties to the Columbus Consolidated Government. On

December 1, 2017, the City received a letter from the Riverdale-Porterdale

Cemetery Foundation, Inc. requesting that we partner with them in acquiring

this property to be used as a park that would connects Riverdale Cemetery to

Porterdale Cemetery. They would also like to eventually construct a columbarium

on the site. The letter states that the Columbus Consolidated Government will

have no financial obligation for the proposed improvements which will be paid

for by the foundation.

A Mandatory Site Visit is scheduled for Monday, December 17, 2018 at 10:00 AM

(Eastern). The complex is located at 400 4th Street; however, contractors

should park and gather in the South Commons Softball Complex Parking Lot off of

Lumpkin Boulevard.

Scope of RFP

The Owner, by this Request for Proposals, desires to select a qualified

Contractor with the intent of both parties executing an Agreement for General

Contractor Services for the proposed South Commons Softball Complex

Improvements project. This project will include various improvements to the

existing softball stadium and fields. The improvements must be completed for an

event starting June 27, 2019.
