DIRT ROADS:
Have the staff to look at private roads and determine if there is any type of
guidance or assistance that we can offer to residents with regards to
resurfacing the private roads. (Request of Councilor Woodson)
**RESPONSE**
Each street has to be evaluated on a case-by-case basis. Staff occasionally
provides technical advice on private streets. Generally, residents are advised
to contact a civil engineer for guidance in evaluating their particular
circumstances based on existing conditions to see if other measures are needed
to correct adverse conditions, i.e proper drainage, soil conditions, erosion
problems, etc.

STEAM MILL ROAD:
In the context of the process that?s in place, let?s have staff to check and
look at Stream Mill Road for the possibility of installing sidewalks. (Request
of Mayor Tomlinson)
**RESPONSE**
After inspecting the site, we determined this project would not be feasible for
the current sidewalk project budget due to not having adequate available
right-of-way, conflict with the existing utilities (transmission line pole) and
steep topography requiring retaining wall. However, there is sidewalk available
on the opposite side (south side of St. Mary?s Road) from the bridge over I-185
to Farr Road with a cross walk at this intersection to the school.

HILTON AVENUE:
Have the staff to check the schedule to see when or if Hilton Avenue will be
resurfaced from Averett Drive to Edgewood Road, as this road is in terrible
shape with several potholes, and it is a heavily used road with a lot of
traffic and its getting terrible by the day. (Request of Councilor McDaniel)
**RESPONSE**
This portion of Hilton Avenue rating averages 63. We are currently resurfacing
streets with a PCI around 52. All streets are being re-evaluated this year to
update the condition indexes. This street will be evaluated at that time based
on the new rating.

TRANSPORTATION ? TSPLOST/CRITERIA FOR DISCRETIONARY PROJECTS:
Let?s make sure that we don?t allocate any of this money until we have it in
hand. Also, let?s make sure that all councilors receive a monthly report from
revenue, expenditures and the balance, in the same manner that we receive the
other L.O.S.T. report; so that we will know regularly how much is there and how
much we have spent and how much is left. Let?s bring this matter back at a Work
Session to discuss it further and come up with a different resolution. (Request

When we talk about curbs and gutters as it relates to sidewalks, there have
been incidents of accidents, lives? lost, persons injured on sidewalks because
the driver veered off the road; therefore, when we look at these projects, we
need to look at existing sidewalks and existing sidewalks from a safety
standpoint, what we need to do. (Request of Mayor Pro Tem Turner Pugh)
Have the staff to contact each councilor and get some input as to exactly what
they mean by criteria, and exactly what they would like to see as one of the

**RESPONSE**
Deputy City Manager David Arrington briefed this information at the at the
Council Work Session on Tuesday, April 30, 2013. (Attachment ?1?)

SIDEWALK CRITERIA:
Have the staff to go back and pull the criteria that we had established when we
did the sidewalk projects, as to where they would be installed; and provide a
copy to the members of the Council when we have the Work Session on April 30th.

**RESPONSE**
Sidewalks are commonly provided as part of a major road project constructed by
both the City or GDOT. In addition, sidewalks are required by the
owner/developer under the UDO for land development. Attached is the list of
criteria that was developed under the 1993 SPLOST program. Sidewalks and ADA
ramps are provided as part of the City's Capital Improvement Projects as
budgeted annually by Council. A copy of the Sidewalk Criteria is attached
below. (Attachment ?2?)

TSPLOST DISCRETIONARY FUNDS WORK SESSION:
In setting the agendas for our Work Session for the April 30th Meeting, let?s
make sure that the majority of that meeting is set aside to discuss this issue
with the criteria for the TSPLOST so that we can have the conversations that we

PURCHASE OF FURNITURE:
Have the staff to research and see if we have furniture available to use for
the new recycling
facility center, and if not the request should be brought back for approval.

AUDITING SERVICES/TV EQUIPMENT:
Have staff to provide a report back to the Council when negotiation are
completed on Audit Services and TV equipment. (Councilor Thomas)

Final cost for CCG-TV Studio Equipment is $304,958.95. Please see attached

UNION STREET:
Have staff look at installing a "Children at Play" sign on Union Street, which
is a small
street where a lot of kids are playing. (Request of Councilor Huff)
**RESPONSE**
We do not use "Children at Play" signs in Columbus because they encourage kids
to play in streets. We use a generic "Watch for Children" signs typically at
the entrance to subdivisions. We will install one Watch for Children sign on
Union St just east of Bowman Street & a second on Willis Street just west of
Cusseta Avenue.

DEMOLITION LIST:
Have staff to check on property located in Benning Hill area that has had a "D"
on it for awhile now; to determine where it is in the demolition process.

**RESPONSE**
There are four homes in Benning Hills that have been condemned. They are 235,
219, 213, and 147 Collins Drive. 235 Collins has the Red ?D? painted on it. 147
and 213 Collins have had continuous worked being done to them. 219 Collins is
a probably the best of the four. Owner Stanley Cybulski passed away 10/16/12.
Son Chester Cybulski wants to sell. There was significant overgrowth last time
we checked. I will forward this issue to Special Enforcement. All (4) are
still under the condemnation process until they are either complied by repair
or demolished.

BEDFORD AVENUE:
Have the staff to check on the status of the request to have speed tables
installed on Bedford Avenue between Old Cusseta Road and Moline Avenue; where a
citizen is having trouble getting out of his driveway. (Request of Councilor

**RESPONSE**
Speed Tables are only considered if they qualify for a Traffic Calming project.
We will be glad to speak with Mr. Whitlow about the Traffic Calming petition
process. Bedford Ave. is a very low volume street which speed tables will have
very little effect on his ability to get out of his driveway onto Bedford Ave.
If he is talking about placing speed tables on Old Cusseta Rd, we do not
installed speed tables on Collector roadways like Old Cusseta Rd. Please
provide us his contact information.

ROSEWOOD DRIVE ? SPEED TABLES:
Please have staff to provide an update on speed tables for Rosewood Dr. When

**RESPONSE**
RFP#13-020 Prefabricated Speed Tables went to Council on April 23rd as part of
the Purchasing agenda. We will order Speed Tables for Rosewood Dr as soon as we
received the approved resolution. The vendor quotes 30-45 days for delivery
times. We will coordinate the installation work thru Public Works & notify
Rosewood Dr residence of the schedule.

FIRST AVENUE:
Have the staff to provide an update with regards to a previous conversation she
had with the Engineering Director about an area on the east side of 1st Avenue
at 11th Street and 12th Street when it rains in the first four or five parking
spots, they are submerged with water; to see what has been done in this

**RESPONSE**
The area holding water will be paved under the current resurfacing contract and
will be completed over the next couple of months depending on weather.

Have the staff to proceed with setting the dates for the budget meetings in

DOUBLE CHURCHES ROAD PARKING:
Have the staff to look at setting up a meeting with the Little League officials
to discuss the issue of parking on Double Churches Road and come up with some
type of solutions for parking for those parking during the Little League games.
A solution has to be made because people are getting tickets during games
because there is nowhere for them to park. (Request of Councilor Henderson)
**RESPONSE**
We are working to schedule a meeting with the Presidents at Double Churches
(American) and Northern Little leagues regarding parking issues. However, I
have discussed these issues with both Presidents via phone/email and they are
open to suggestions. Parking at both locations have been a problem for many
years. Specifically, at Double Churches there are more automobiles than there
are parking spaces; therefore citizens park their automobiles in illegal
locations. I have also been in
discussion with Columbus Police Department and they have agreed to attend any
scheduled meeting. Both leagues have been informed that tickets/citations will
be issued by the Columbus Police Department for automobiles that are illegally
parked. The Leagues have also sent this communication to their participants via
email. I will follow up at a later time post a meeting with American Little
League.

SHELTER FOR BUS STOPS:
Have the staff to check and see what we can do about installing shelters at all
bus stops because when it rain, there are people standing out there waiting at
the bus stops without shelters. Also, let?s look at considering the partnership

Cracker Barrel on Bradley Park Drive. (Request of Councilor Davis)
**RESPONSE**
METRA will retain this service recommendation to be considered in conjunction
with the RFP for transit services to be funded with the GDOT - TSPLOST funds.

MUSCOGEE MANOR:
Have the staff to look into some concerns of pouring concrete and other things
from the residents in and around the area of Whitesville and Williams Road
where the construction of the new Muscogee Manor facility is being built.

An inspector has checked location and made construction superintendent aware of
the noise ordinance city has in place. The superintendent advised this issue
will not occur again.

WILLIAMS ROAD:
What can we do to get drivers to obey right in/right out only driveways along
Whitesville Rd??

**RESPONSE**
We can only provide guidance and public safety can issue citation for
violations. My suggestion is that there are only two options for us to provide
for guidance: One a "Right Turn Only" sign, cost $125 or a "Right Turn"
thermoplastic arrow on the pavement on exit side of driveway, cost $100. These
are per driveway costs.
