Subject: Fort Benning Access Control Hours Effective 20 October

Effective 20 October 2006 Fort Benning will transition to new reduced hours of

operation for Access Control Points. The reduced hours of operation are a

result of a Headquarters Department of the Army effort to create highly

efficient access control operations at Army installations to reduce the cost of

the security guard contract. Army wide 70 million dollars will be saved

annually starting in October by adhering to the new HQDA policy requirements

for traffic flow requirements for manning access control points. Ft. Benning

conducted a 30 day traffic survey and provided those results to higher

headquarters to validate access control manning. Those ACPs that did not have

sufficient traffic flow to meet the Army standards were closed, and others were

reduced in accordance with Army manning standards. The new ACP hours of

operation are sufficient to allow the installation to conduct its mission, with

the result that Ft. Benning has reduced contract costs by almost 42% since

January of this year.
