A meeting of the Board of Historic and Architectural Review was held on Monday,
July 13, 2009, at 3:30 p.m., 420 10th Street, Government Center Annex.

I. CALL TO ORDER
Chairman Will Burgin called the meeting to order at 3:38 p.m.
II. APPROVAL OF MINUTES
Chairman Will Burgin asked for a motion on the minutes for the June 8, 2009
meeting. Reynolds Bickerstaff made a motion to approve the minutes.
_____________ seconded the motion. Motion was carried unanimously.
Chairman Will Burgin asked that the Staff Reports from River Valley RC and
Historic Columbus is read and approved as part of the BHAR meeting. Eva Smith
made a motion to approve the Staff Reports. Reynolds Bickerstaff seconded the
motion. The motion carried unanimously.
III. REVIEW OF APPLICATIONS
NEW CASES:
HD 0907-02 ? 1411 10th Street: Alda & Wayne Culpepper, Applicants. Request
permission to construct a circular driveway and cover existing driveway with
new concrete. Chairman Will Burgin read staff report for this case. After a
brief discussion, Virginia Peebles made a motion to approve the application to
recover existing driveway and to deny the circular driveway. Don Beall
seconded the motion. The motion was carried unanimously.
HD 0907-03 ? 641 3rd Avenue: Garry Pound, Applicant. Request permission to
demolish structure. Will Burgin read the Staff Report for this case. After a
brief discussion, Don Beall made a motion to approve the application as
submitted. Jeff Reed seconded the motion. The motion was carried unanimously.
HD 0907-04 ? 1417 16th Avenue: Gary A. Hughes, Applicant. Request permission
to install driveway to the Virginia Avenue side of property, repair existing
stamped concrete pad and replace wood privacy fence with iron fencing and
gate. Will Burgin read Staff Report for this case. After a brief discussion,
Virginia Peebles made a motion to approve the application as submitted with the
condition that stamped concrete will end at gate and brushed concrete will
extend to Virginia Street. Stacy Fahrenbruch seconded the motion. The motion
was carried unanimously.
HD 0907-05 ? 540 Front Avenue: Edward Howard, Applicant. Request permission
to add gutters to front and back porches. Will Burgin read Staff Report for
this case. After a brief discussion, Reynolds Bickerstaff made a motion to
approve the application as submitted. Jeff Reed seconded the motion. The
motion carried.
HD 0907-01 ? 1903 13th Street: John Andrews, Applicant. Request permission to
install front sidewalk from street to front door. Will Burgin read Staff
Report for this case. Chairman Will Burgin made a motion to deny due to lack
of representation. The motion for denial was carried unanimously.
HD 0907-08 ? 1428 2nd Avenue: Lower Chattahoochee, RDC, Applicant. Request
permission to remove existing chimney, use roof fencing from damaged section to
replace missing sections on upper roof and install new fencing on damaged roof
section due to storm damage. Will Burgin read Staff Report from Historic
Columbus for this case. After a brief discussion, Reynolds Bickerstaff made a
motion to approve the application as submitted. Don Beall seconded the
motion. The motion was carried unanimously.
IV. OLD BUSINESS
Excused absences: Motion was carried unanimously for the absences.
