SUBJECT: Local Match for the Construction of Whittlesey Road



INITIATED BY: Planning Department







Recommendation: Approval is requested to submit payment in the amount of

$1,043,580.00 to the Georgia Department of Transportation as the city's local

match in the use of state L230 funds for the construction of Whittlesey Road.



Background: Resolution #119-08 authorized the Mayor to enter into a

Project Framework Agreement with the Georgia Department of Transportation

(GDOT) for the development and construction of Whittlesey Road. Under this

agreement the city agreed to provide the necessary engineering and right of way

acquisition activities needed for this project. Further, the agreement also

provided for the use of state L230 funds, which require a local match from the

city.



Analysis: Engineering and right of way activities were completed at the end of

2011, which allowed GDOT to place the project out to bid. The bids have been

received and reviewed by GDOT and are now prepared to award the contract

pending the receipt of the local match funds from the city.



Financial Considerations: The low bid for this project was $9,409,936.50. The

construction costs are being funded as follows:



L240 Total: $2,452,736.50 Federal = $1,962,189.20; State = $490,547.30

L230 Total: $6,957,200.00 Federal = $5,565,760.00; State = $347,860.00

Local = $1,043,580.00



The city will be responsible for the $1,043,580.00 as its local match. Funding

is available under 21060 20120.



Projected Annual Fiscal Impact Statement: Construction for the roadway will

take a minimum of two years to complete. The city will be responsible for the

general maintenance of this road, which should be minimal over the initial 3 to

5 years after its completion date.



Legal Considerations: The City Attorney agrees with this action.



Recommendations/ Actions: Authorize the City Manager to make payment in the

amount of $1,043,580.00 to the Georgia Department of Transportation as the

city's local match in the use of state L230 funds for the construction of

Whittlesey Road.

















A RESOLUTION

A RESOLUTION AUTHORIZING THE PAYMENT OF A LOCAL MATCH TO THE GEORGIA DEPARTMENT

OF TRANSPORTATION FOR THE CONSTRUCTION OF WHITTLESEY ROAD

WHEREAS, the City under Resolution No. 119-08 agreed under a Georgia Department

of Transportation's Project Framework Agreement (PFA) to help develop and

construct the Whittlesey Road project; and,

WHEREAS, the PFA provided for the use of two state funding programs for this

project, which are identified as L240 and L230 funds, and required a local

match for the use of the L230 funds with additional match from the Georgia

Department of Transportation; and,

WHEREAS, the low bid received for this for this project was $9,409,547.30, with

construction costs being identified as follows:

L240 (state transportation discretionary funds) Total: $2,452,736.50

Federal = $1,962,189.20; State = $490,547.30

L230 (state transportation discretionary funds) Total: $6,957,200.00

Federal = $5,565,760.00; State = $347,860.00 Local = $1,043,580.00; and,

WHEREAS, a request has been made by the Georgia Department of Transportation

for the payment of this local match in the amount of $1,043,580.00

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to make payment in the

amount of $1,043,580.00 to the Georgia Department of Transportation for

providing the necessary local match required for the use of the state L230

funds for construction of the Whittlesey Road project.
