SUBJECT: Donation of Voting Equipment from Adams County, Colorado



INITIATED BY: Elections and Registration



Recommendation: Approval is requested to accept a donation of voting equipment

from Adams County, Colorado to be used for elections in Muscogee County,

Georgia and to accept the $40,000 donation from the Community Foundation of the

Chattahoochee Valley, Inc.



Background: Adams County, CO has donated approximately $700,000 of voting

equipment to the Elections and Registration Office for use by voters in

Muscogee County and the State of Georgia.



Analysis: Adams County, CO is primarily a vote by mail jurisdiction with super

center voting available on Election Day resulting in a need for a different

type of voting equipment. The voting units can be safely and successfully used

in Georgia, after modification, installation of software and acceptance testing

by the Election Center at KSU.



Financial Considerations: Costs associated with this donation are:



1. Software licensing fee in the amount of $150 per unit that is paid to the

sole source provider, Elections Systems and Software, contracted through the

Office of the Georgia Secretary of State (SOS). If Council accepts the

donation of 400 TSx voting units and 10 optical scan voting units the software

cost will be $61,500.

2. Transportation of the equipment: $6,186 - Cost of transportation to be

shared by the SOS ($2,725) and Richmond County, Georgia ($926). Both will

receive a part of the total equipment donated (700 TSx voting units and 154

optical scan voting units). City will be responsible for $2,535.

3. Elections and Registration applied for and received a donation from the

Community Foundation of the Chattahoochee Valley, Inc. in the amount of $40,000.

4. $10 paid to Adams County, CO.

5. The remaining $21,500 will be divided over FY17.

6. KSU Center staff can perform the modifications, testing, certification,

installations, and acceptance of the equipment at the rate of 6 units per

man-hour at no charge to the county



Recommendation: Approval is requested to accept a donation of voting equipment

from Adams County, Colorado to be used for elections in Muscogee County,

Georgia and to accept the $40,000 donation from the Community Foundation of the

Chattahoochee Valley, Inc.

A RESOLUTION AUTHORIZING THE CITY TO APPROVE AND ACCEPT THE DONATION OF VOTING

EQUIPMENT FROM ADAMS COUNTY, COLORADO TO BE USED FOR ELECTIONS IN MUSCOGEE

COUNTY, GEORGIA.



WHEREAS, Adams County, CO has donated voting equipment at a cost of $10 to be

used for voting in Muscogee County, Georgia; and,



WHEREAS, the Office of Elections and Registration has applied for and received

a donation from the Community Foundation of the Chattahoochee Valley, Inc in

the amount of $40,000 to offset the software licensing fees and transportation

costs incurred in making the donated equipment serviceable.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager or his designee is hereby authorized to accept the voting

equipment donated by Adams County, Colorado for use by Muscogee County, Georgia

and to accept the $40,000 donation from the Community Foundation of the

Chattahoochee Valley, Inc.
