COUNCIL MEETING OF JUNE 8, 2010

ARTS IN COLUMBUS:



Councilor Woodson said when this report comes back to the Council, let?s

make sure we identify what property Ms. Brown owns and the one her parents

owned. She also asked that we get some more clarification on the temporary

bill. (Request of Councilor Woodson)

TO THE CITY MANAGER:



COPIED PACKETS FOR COUNCIL:



Mayor Pro Tem Turner Pugh asked if (in the future) when the packets are

copied, that the dark shading is lightened so it may be clearly legible.



The following referrals all relates to the Parks & Recreation Department:



CHECKLIST:



Mayor Pro Tem Turner Pugh asked if there is another list that shows the

employees who sign-off on each of the items. She said if we don?t have such a

list we need to institute such a checklist by date.



COMPUTER LOGS:



Mayor Pro Tem Turner Pugh asked why aren?t the logs keep on the computer,

to which DCM Goodwin said they have not been kept on the computer but she (DCM

Goodwin) do agree that the logs should be kept on the computer and that is

something that can be implemented immediately.



Councilor Woodson asked if this was a program designed in-house by our IT

Department. She then suggested that our IT Department implement another part of

the program to show where the receipts are so that at the end of the shift, a

total amount of sales would be recorded to compare with what is placed in the

bags.



REPORT/UPDATE ON CHANGES:



Councilor Allen asked, administratively how are we handling this? He said

there have already been a couple of comments or suggestion for changes. He said

he has noticed in the books, that some areas say ?Department Recommendation ?

No change?. DCM Goodwin said Ms. Turner is taking note, at which time Councilor

Allen asked for a report/update on those areas where changes have been made,

based on the requests of Council.



Councilor Allen said Ms. Goodwin?s presentation mentioned you made

changes for this season, but here you said no change. He said this should be

changed to update. He then asked that these changes be updated so when it comes

back to Council with the report, they are highlighted. He said someone should

have to sign a receipt showing that a certain amount of money was place in the

bags for transfer.



Councilor Davis asked if after to day, the City Manager would be coming

back to give Council another chance to respond to this. City Manager Hugley

said he would do a follow-up.



Councilor Woodson suggested that for future audits, if there has been a

change or update, it should be mentioned. If not leave it blank during the

presentation where the city manager can come back later and update it.



Councilor Henderson said when he sees no change; he assumed that the

department is saying they are not going to change the way they were doing

things at the time of the audit. He said it is misleading and asked that it if

there is any change implemented after the audit, it should be reflected and

make note of or highlighted.



Mayor Tem Turner Pugh asked City Manager Hugley if he plans to bring any

proposed changes to the Innovative Sports Program, to which he said it would be

included in the summary of this presentation by Deputy City Manager Goodwin.

LANDSCAPING:



Councilor Davis requested that the landscaping at the Marina be updated as

it was before the water tanks blew out.

RE-HIRE OF EMPLOYEES:



Councilor Davis said we might want to look at cleaning the discretionary

aspect of leaving it up to the department director, but rather include the HR

Directors and the City Manager so we would not put the city in an inordinate

situation in the future. He said this is in terms of eligibility.

FUNDING OF PARKS & RECREATION PROGRAMS:



Councilor Henderson said he has no problems with employees acting as

coaches; after all, they are Parks & Recreation employees. He said these

programs are constructive for the young people. Councilor Henderson said one

point that concerns him is the level of participation for out-of-county persons

participating in the program. He said he will need convincing that this is a

smart decision given the amount of taxpayers money we spend funding these

programs.

LINE ITEM FOR INNOVATIVE SPORTS PROGRAM:



Councilor Baker suggested the line item associated with the Innovative

Sports Program was highlighted in the budget. He said this was Council would

have a better understanding of the issue.



Mayor Pro Tem Turner said he hopes when the City Manager brings this issue

back before Council, he does not eliminate the Innovative Sports Program.

SKILLS & DRILLS PROGRAM:



Councilor Woodson asked for additional information on the Skills & Drills

program. She said the information provided to her is that this is a program for

participants who did not make the basketball team, would like to remain in the

program.
