TO THE CITY MANAGER:
1. WHITEWATER RAFTING PROJECT:
Have Richard Bishop, Director of Uptown Columbus, to provide a written copy of
the Whitewater Rafting Project from inception to now. (Request of Mayor Pro Tem
Pugh)
RESPONSE:
Richard Bishop is working on this request and will provide a response as soon
as possible.

2. 17TH STREET/CHEROKEE AVENUE - TRAFFIC SIGNAL:
Have the staff to look at the traffic signal from 17th Street to Cherokee
Avenue; whereby very early in the morning the light seems to be unusually long
and because this seems to be an ongoing issue, people are getting tired of
waiting, and they are running that traffic light. Let?s have someone to look
into that and provide a report back to her. (Request of Councilor Thomas)
RESPONSE:
Traffic Engineering was not been able to duplicate the problem. Please see the
attached report. (Attachment)

3. CELLULAR PHONE SERVICE:
Have the staff to provide what our policy say about giving cell phones, about
employees having City cell phones, which employees gets them and how that
decision is made. (Request of Councilor Thomas)
RESPONSE - DCM Lisa Goodwin
Department Heads who request that an employee be allocated a cell phone will
process the request by submitting justification for the cell phone in the CCG
Cell Phone database which is a paperless computer system. The request is
automatically forwarded to the DCM of Operations for review and approval. The
justification must include the need, function and funding source. If the DCM
approves the request, it is then forwarded to Information Technology and
Finance for further approvals.
Employees must meet at least one of the minimum standards and criteria in order
to be approved for issuance of a cell phone:
1. Department Heads may request a cell phone on behalf of an employee who by
title and responsibility routinely serve or are subject to serve in command or
field supervisor/coordinator roles for actual incidents or events, job duties
or where individual or public safety well being may be threatened.
2. Employees with whom immediate and direct telephone communication are
necessary in the performance of their professional responsibilities and
organizational duties.
3. Employees for whom assigned duties and responsibilities require mobile
communication access, and a cellular telephone provides economic or functional
benefits over and above other means of communication, such as:
a. Employees with whom, in the performance of their job, it is necessary to be
in 24 hour per day contact;
b. Employees for whom for the purpose of confidentiality, use of other
communication tools are deemed inappropriate (i.e. radio);
c. Employees whom in the performance of their professional responsibilities,
the employee?s personal safety or the safety of others is at risk;
d. Employees who, in the performance of their professional responsibilities,
are frequently required to supervise activities outside of the normal work site
and/or on call after hours;
e. Employees who need to be in ready contact with their immediate supervisor
and/or Department Head.

TO THE CITY MANAGER:
4. COLUMBUS FALL LINE TRACE:
Have the staff to take a look at complaints that have been received with
regards to citizens not picking up after their dogs while they are on the bike
trail. Also, let?s consider putting up signs in the area asking individuals to
pick up after their dogs and to also make sure that their dogs are on a leash,
as well as let?s ensure that the grass is always cut low. (Request of Councilor
Woodson)
RESPONSE:
Director James Worsley advised that the Parks/Recreation Department is
currently looking into installing signs on the Columbus Fall Line Trace
regarding Leash Laws and mutt mitt stations for citizens to use to clean up
after their pets. The department will also contact the contractor to ensure
the trail is being cut according to agreement.
5. INSURANCE RATES:
Have the staff to provide a report with regards to the issue dealing with
property owners; property owners in North Columbus that evidently their
insurance company is telling them that they are five miles or more from a
radius standpoint of a fire station; therefore, the insurance companies are
coming back and raising their rates for whatever reason. (Request of Councilor
Davis)
RESPONSE:
Fire Chief Jeff Meyers will present a response at the September 18, 2012,
Council Work Session.
