I. ROAD IMPROVEMENT, SAFETY AND ALTERNATIVE TRANSPORTATION PROJECTS:
Approval is requested to proceed with executing and funding the
pre-construction requirements for Road Improvement, Safety, and Alternative
Transportation Projects totaling $16,525,000 funded through the Other Local
Option Sales Tax (OLOST), Transportation Special Purpose Local Option Sales Tax
(TSPLOST) Discretionary Funds, State of Georgia, Department of Transportation
Local Maintenance and Improvement Grants (LMIG) and M230 funds, and the Paving
Fund to include right of way acquisition, permanent and temporary construction
easements, utility relocation, environmental mitigation and other necessary
agreements to prepare projects for construction.
II. PROPERTY ACQUISITION - 2100, 2102, 2200, 2210 CUSSETA ROAD AND 2111 NORTH
ANDREWS CIRCLE:
Approval is requested to acquire the properties located at 2100, 2102, 2200,
2210 Cusseta Road and 2111 N. Andrews Circle in the amount of $365,800 for the
continued redevelopment of the Enterprise Zone. The City desires to acquire
the property for the purpose of promoting commercial development in the area,
by eliminating blighted structures, creating job opportunities and enhancing
the quality of life for the community.
III. LEASE AGREEMENT - 1807 17TH STREET - GIRL SCOUTS OF HISTORIC GEORGIA:
Approval is requested to enter into a lease agreement with the Girl Scouts of
Historic Georgia to lease the building at 1807 17th Street for $1 per year for
a period of twenty (20) years. The tenant will be responsible for all
improvements, maintenance and utilities and will be required to maintain
liability and property insurance.
IV. QUIT CLAIM 601, 605, 607, 609, 611 VETERANS PARKWAY AND 309 AND 315 6TH
STREET TO NEIGHBORWORKS COLUMBUS:
Approval is requested to quit claim the properties located at 601, 605, 607,
609, 611 Veterans Parkway and 309 and 315 6th Street to Neighborworks Columbus,
Inc. per the contract entered into in 2014 for the administration of an
owner-occupied rehabilitation program. Neighborworks is requesting the
properties be quit claimed in order to construct their new office building at
this location and will pay for legal fees in having the property transferred.

V. WESTVILLE - REQUESTED REVISIONS AND EXTENSION OF MEMORANDUM OF AGREEMENT:
Approval is requested to enter into an amended Memorandum of Agreement with
Historic Westville, Inc. to extend the timeframe to begin normal operations of
the Living History Museum for an additional one (1) year to expire on August
31, 2017, and to revise language within the MOA which will allow Westville to
relocate as planned and be successful in completing the requirements of the
MOA. The following revisions to the MOA are:
Change Item A to state "The property shall be utilized as security for debt,
but the City shall remain in 1st position to any liens on the property."
Change Item A to state "The initial term of the lease shall be at $1 per year
until the RV Park is developed in a future phase. Once the RV park is
developed the lease amount would increase to $1,200 per year."
ADD: Removal of Trees along South Lumpkin Road
ADD: Lease of City Building located at 3535 B South Lumpkin Road

Scope of RFB
Provide dispensers and liquid detergents for the laundry operations at the
Muscogee County Prison and Muscogee County Jail. Purchases of liquid
detergents will be purchased on an as needed basis by the Prison and the Jail.
The contract term will be for two (2) years, with the option to renew for three
(3) additional twelve-month periods.
