SUBJECT: Fire and Emergency Medical Services Strategic Addendum
(Standards of Coverage)
INITIATED BY: Department of Fire and EMS
Recommendation: Approval is requested for the Columbus Fire and EMS to add a
Standard of Cover (SOC) addendum, to the strategic plan effective December 4,
2012. This addendum will allow the monitoring of population density, response
time data and new commercial/residential construction trends in determining
future station locations, apparatus placement and personnel assignments.
Background: The Columbus Department of Fire Emergency Medical Services (CFEMS)
has provided a department strategic plan for ten (10) years. The department
strategic plan has been adopted by the State fire academy for the fire officer
courses.
Analysis: The Standard of Coverage (SOC) provides information such as
community risk profile, type of government, levels of service, occupancy risks,
target hazards and response coverage. This document allows the department to
monitor population density, response time data and new commercial and
residential construction trends in determining future station locations,
apparatus placement and personnel assignments.
Financial Considerations: None
Projected Annual Fiscal Impact Statement: N/A.
Legal Considerations: Council is the approving authority for this action.
Recommendations/Actions: Approval is requested of the resolution for Columbus
Fire and EMS to add an addendum Standards of Cover (SOC) to the strategic plan
effective December 4, 2012.
RESOLUTION

A RESOLUTION OF THE COUNCIL OF COLUMBUS, GEORGIA, MODIFYING THE
COLUMBUS DEPARTMENT OF FIRE AND EMERGENCY MEDICAL SERVICES STRATEGIC PLAN.
WHEREAS, Columbus Fire and Emergency Medical Services requests council approval
of an addendum to the department?s strategic plan; and,
WHEREAS, Columbus Fire and Emergency Medical Services standards of cover
performance will be considered in any future facilities decisions; and,
WHEREAS, Columbus Department of Fire and Emergency Medical Services will
consider the performance measurements of existing resources in the decision
process; and,
WHEREAS, Columbus Fire and Emergency Medical Services will combine the
Strategic Plan and Standards of Cover documents and utilize them to assist in
the determination of future resources for the department; and,
WHEREAS, Columbus Fire and Emergency Medical Services is seeking
re-accreditation by The Commission on Fire Accreditation and they have
recommended that the Standards of Cover be incorporated into the Department's
Strategic Plan and be adopted by its governing body.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the Mayor is hereby authorized to execute the adoption of the
attached addendum with an effected date of December 4, 2012 for Columbus
Department of Fire and Emergency Medical Services.
Introduced at a regular meeting of the Council of Columbus, Georgia, held the
4th day of December, 2012 and adopted at said meeting by the
affirmative vote of members of said Council.
