Planning Advisory Commission's Recommendation: Conditional Approval based on the fact that the

request is consistent with the future land-use map of the 2028 Comprehensive

Plan. The recommended condition is: Billboards shall not be allowed in this

property.



Planning Departments Recommendation: Conditional Approval based on the fact that the request is

consistent with the future land-use map of the 2028 Comprehensive Plan. The

Planning Department recommends the following conditions:

Billboards shall not be allowed in this property.

Properties shall be used for golf range/studio/practice/educational facilities

and related and supporting uses in association with a university or college.

Traffic Impact: This rezoning request does not anticipate generating a negative impact

on the transportation network.



This site shall meet the Codes and regulations of the Columbus Consolidated

Government for commercial usage.

Reasonableness of Request The request is compatible with existing land uses.

Buffer Requiremnts

The site shall include a Category C buffer along all property lines bordered by

the SFR2 zoning districts. The 3 options under Category C are:

1) 20 feet with a certain amount of canopy trees, under story trees, and shrubs

/ ornamental grasses per 100 linear feet.

2) 10 feet with a certain amount of shrubs / ornamental grasses per 100 linear

feet and a wood fence or masonry wall.

3) 30 feet undisturbed natural buffer.



Attitude of Property Owners: Fifty Eight (58) property owners within 300 feet of the

subject properties were notified of the rezoning request. The Planning

Department received one comments in regards to this case. His concern was with

the potential use of the property if the rezoning were to be approved. He is

concern about having a strip mall there instead of a golf range. He would

prefer a condition to be added to limit the use to a golf range only.



Additional Information: The purpose of this rezoning request is to build a new golf range

and studio for Columbus State University along with a club house. The facility

will be used by CSU?s golf team, CSU students and faculty only. They will use

the existing parking lot which has approximately 25-30 parking spaces.

Foundation Properties, Inc. goal is to lease this location to Columbus State

University.
