SUBJECT: Electronic Filing Participation Agreement
INITIATED BY: Clerk of Superior Court
Recommendation: Approval is requested to enter a Participation Agreement with
Tyler Technologies for use of their electronic filing system (eFileGA) for $0
per year for a period of one (1) year with four(4) additional one year renewal
terms.
Background: Tyler Technologies is the largest software provider in the nation
solely focused on providing integrated software and technologies services to
the public sector. Tyler?s electronic filing system is used statewide by 14
states and over 900 counties. In Georgia, Tyler?s electronic filing system
(eFileGA) is in used multiple counties covering approximately 50% of the
state?s population. The electronic filing solution has over 527,000 registered
users and processes over 40 million documents annually.
Analysis: An electronic filing system will enable the Court to provide 24 hour
x 7 day a week electronic access to the Court. The system will enhance the
services provided by the Court without cost incurred by the City.
Financial Considerations: The cost of the solution is $0 per year for the
City. Fees will be paid by users of the electronic filing services.
Legal Considerations: Any participation agreement involving the City requires
Council approval.
Recommendation/Actions: Approval is requested to enter into a Participation
Agreement with Tyler Technologies for a license to use the electronic filing
system to receive, transfer, maintain, and provide access to electronic
documents for the benefit of the Court for a period of one (1) year with four
additional one year renewal terms.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A PARTICIPATION AGREEMENT
WITH TYLER TECHNOLOGIES FOR USE OF TYLER?S ELECTRONIC FILING SYSTEM AND TYLER?S
ONLINE PAYMENT GATEWAY FOR A PERIOD OF ONE (1) YEAR WITH HOUR (4) ADDITIONAL
ONE YEAR RENEWAL TERMS.
WHEREAS, Tyler Technologies is a software company dedicated to providing
integrated software and technology services to the public sector; and,
WHEREAS, over the past three years Tyler Technologies has provided this
electronic filing system to over 50% of Georgia?s population and has been
working diligently with counties in Georgia to provide this system for over
five years; and,
WHEREAS, Tyler Technologies will charge the Columbus Consolidated Government $0
per year for a period of one (1) year for the use of the license for the
electronic filing system.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
That the City Manager is hereby authorized to enter into a Participation
Agreement with Tyler Technologies for the use of Tyler?s electronic filing
system in accordance with the terms set forth above.
