 SUBJECT: Georgia Emergency Management Agency/Georgia Bureau of Investigation    
 Homeland Security Grant - Mobile Biometric Fingerprint Identification System        
 INITIATED BY: Police Department           
 Recommendation:  Approval is requested to enter into a Memorandum of    
 Understanding with the Georgia Emergency Management Agency and the Georgia    
 Bureau of Investigation for the acquisition and deployment of five (5) Mobile    
 Biometric Fingerprint Identification Devises (Rapid ID) with the Columbus    
 Police Department.         
 Background:  The state of Georgia, through the Department of Emergency    
 Management/Homeland Security has obtained Homeland Security grant funds to be    
 expended on the purchase and deployment of a Rapid ID System in the state of    
 Georgia.  The Rapid ID System consists of handheld wireless devises that enable    
 law enforcement officers to verify the identification of individuals of    
 interest by submitting their fingerprint to the GCIC/NCIC databases and    
 receiving real-time responses based on that fingerprint.  The Columbus Police    
 Department has been selected to receive and deploy five (5) of these units.     
 The state of Georgia will reimburse 100% of the purchase price of these units    
 to the city of Columbus through the grant.        
 Analysis:  The ability to rapidly identify subjects who are under investigation    
 by the officers of the Columbus Police Department will enhance officer safety    
 and improve the Police Department?s ability to arrest wanted subjects thereby    
 improving the efficiency of the Police Department.       
 Financial Considerations:  While the City will be required to expend the    
 $21,350.53 for the initial cost of the five (5) devises, those funds will be    
 reimbursed by the State at 100%.  This reimbursement includes the initial    
 training, maintenance and air time cards on the use of the devises.  The    
 ongoing cost for cellular air card subscriptions and maintenance agreement will    
 be included in the Police departments operating budget in subsequent years.     
 Equipment will be purchased out of the Multi-Government Grant Funds.       
 Projected Annual Fiscal Impact Statement: The first year of operation for the    
 Rapid ID program will be free.  The cost of the second and consecutive years of    
 operation the City will incur airtime charges and maintenance agreement cost.     
 This cost is approximately $4,250.00 per year ($3000.00 Airtime;  $1,250.00    
 Maintenance) at the current rates for the 5 devises.             
 Legal Considerations: The City will enter into a memorandum of understanding    
 with the State of Georgia concerning this project.       
 Recommendation/Action:  Approval is requested to enter into a Memorandum of    
 Understanding with Georgia Emergency Management Agency and the Georgia Bureau    
 of Investigation for the acquisition and deployment of five (5) Mobile    
 Biometric Fingerprint Identification Devises (Rapid ID).

 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A MEMORANDUM OF    
 UNDERSTANDING WITH THE STATE OF GEORGIA AND THE GEORGIA BUREAU OF INVESTIGATION    
 FOR THE ACQUISITION AND DEPLOYMENT OF FIVE (5) MOBILE BIOMETRIC FINGERPRINT    
 IDENTIFICATION DEVISES (RAPID ID).        
 WHEREAS, the state of Georgia, through its Department of Emergency    
 Management/Homeland Security has obtained Homeland Security grant funds to be    
 expended on the purchase and deployment of a Rapid ID System in the state of    
 Georgia; and,       
 WHEREAS, the Columbus Police Department has been selected to receive and deploy    
 five (5) of these units for which the state of Georgia will reimburse 100% of    
 the purchase price to the city of Columbus through the grant funds under its    
 control; and,       
 WHEREAS, the ability to rapidly identify subjects who are under investigation    
 by officers of the Columbus Police Department will enhance officer safety and    
 improve the Police Department?s ability to arrest wanted subjects thereby    
 improving the efficiency of the Police Department.       
 NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:       
 That the City Manager is hereby authorized to enter into a Memorandum of    
 Understanding with Georgia Emergency Management Agency and the Georgia Bureau    
 of Investigation for the acquisition and deployment of five (5) Mobile    
 Biometric Fingerprint Identification Devises (Rapid ID).  Amend the    
 Multi-Governmental Grant fund by the aware of the grant.
