SUBJECT: Fiscal Year 2007 Homeland Security Grant Program

Recommendation: Approval is requested to submit an application and, if

approved, accept a grant in the amount of $56,500, or the amount awarded, from

the Georgia Emergency Management Agency for the Department of Homeland Security

Fiscal Year 2007 Homeland Security Grant Program/State Homeland Security

Program for Explosive Device Response Operations and amend the

Multi-Governmental Fund by the award of the grant.



Background: Funds have been allocated to the State of Georgia to prevent,

protect against, respond to, and recover from terrorist attacks, major

disasters, and other emergencies in accordance with the goals and objectives of

the State Strategic Plan. The Columbus Police Department is eligible for

$56,500.



Analysis: Funding of this grant will vastly improve our ability to prevent,

protect against, respond to, and recover from terrorist attacks, major

disasters, and other emergencies in accordance with the goals and objectives of

the State Strategic Plan



Financial Considerations: The grant is for $56,500, or the amount approved,

with no matching funds. Funds will be used to provide equipment for the

Columbus, Georgia Hazardous Devices Response Team.



Legal Considerations: The Columbus Consolidated Government has been notified

of its eligibility to receive the funds.



Recommendations/ Actions: Authorize to submit an application and, if

approved, accept a grant from the Georgia Emergency Management Agency for the

Department of Homeland Security Fiscal Year 2007 Homeland Security Grant

Program/State Homeland Security Grant Program.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND, IF AWARDED, ACCEPT A

$56,500 GRANT FROM THE GEORGIA EMERGENCY MANAGEMENT AGENCY TO BE USED BY THE

COLUMBUS POLICE DEPARTMENT TO PURCHASE EQUIPMENT FOR THE HAZARDOUS DEVICES

RESPONSE TEAM AND AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT AWARDED.

WHEREAS, the grant period runs from July 1, 2007 to February 28, 2010.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application and, if

approved, accept a grant from the Emergency Management Agency for the

Department of Homeland Security Fiscal Year 2007 Homeland Security Grant

Program/State Homeland Security Program for Explosive Device Response

Operations for $56,500, or the amount approved, to be used by the Columbus

Police Department to purchase equipment for the Columbus, Georgia Hazardous

Devices Response Team and amend the Multi-Governmental fund by the amount

awarded.
