SUBJECT: 10 Year Plan to End Homelessness



INITIATED BY: Department of Community Reinvestment







Recommendation: Approval is requested of a resolution adopting the 10 Year

Plan to End Homelessness as presented from the Taskforce to End Homelessness.

(See Attachments).



Background: The City Manager appointed a multi-member Taskforce to work with

the Cunningham Center at Columbus State University to develop a 10 Year Plan to

end homelessness for the city of Columbus. The Plan summaries the current

status of homelessness in Columbus and identifies strategic goals and

objectives for accomplishing the overall objective of ending homelessness in

our community.



Analysis: The Plan creates a framework for a more systematic approach for

addressing the issue of homelessness.



Financial Considerations: The attached resolution commits $50,000 for

implementation of the Plan through CDBG funding for FY2011.



Legal Considerations: The Plan requires formal adoption by Council.



Projected Annual Fiscal Impact Statement: To be determined.



Recommendations/ Actions: Adopt the 10 Year Plan to End Homelessness as

presented from the Taskforce to End Homelessness as the City?s approach to

addressing the issue of homelessness in our community.















A RESOLUTION

A RESOLUTION ADOPTING A 10-YEAR PLAN TO END HOMELESSNESS IN THE CITY OF

COLUMBUS.



WHEREAS, the Cunningham Center for Leadership at Columbus State University, on

behalf of the Consolidated Government of Columbus, Georgia, has prepared a

10-Year Plan to End Homelessness in the city of Columbus, Georgia; and,



WHEREAS, homelessness is an unacceptable condition or status for any of our

citizens; and,



WHEREAS, it has been determined that homelessness in our community continues to

exhaust both private and public resources and a more systematic approach is

needed to address the issue.



WHEREAS, this Council desires to commit to funding implementation of said Plan

in the amount of $50,000 through the remainder of FY2011.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the Council of Columbus, Georgia hereby adopts the attached 10 Year Plan

to End Homelessness as its plan of action to address the issue of homelessness

in our community and supports the implementation. The Council further commits

to funding the implementation of said Plan in the amount of $50,000, with

available monies in the appropriate CDBG Fund for FY2011.



Introduced at a regular meeting of the Council of Columbus, Georgia, held the
