SUBJECT: Fiscal Year 2015 / 2013 Sex Offender Registration and
Notification Act (SORNA) Technology Program
INITIATED BY: Muscogee County Sheriff?s Office
Recommendation: Approval is requested to submit an application, and if
approved, accept a grant in the amount of $17,480, or that approved amount,
with a cash match required of $6,770 from the Georgia Criminal Justice
Coordinating Council and amend the Multi-Governmental Fund by the amount
awarded.
Background: Funds have been allocated through the Office of the Governor,
Criminal Justice Coordinating Council under the Sex Offender Registration and
Notification Act (SORNA) which aims to close potential gaps and loopholes that
existed under prior law and generally strengthens the nationwide network of sex
offender registration and notification programs. Muscogee County is eligible
for $17,480.
Analysis: The funds will be used to update the Muscogee County Sheriff?s
Office Identification Unit to comply with the National Palm Print System
(NPPS), which will further enhance the registration and tracking of sex
offenders and sexual predators.
Financial Considerations: The grant is for $17,480, or the amount approved,
with $6,770 in cash matching funds. The funds will be used to come into
compliance with the National Palm Print System.
Projected Annual Fiscal Impact Statement: This grant will be funded one time
only. There will be an annual fiscal impact of 12% of the purchase price for
maintenance for Years 2-5.
Legal Considerations: The Columbus Consolidated Government has been notified
of its eligibility to receive the funds.
Recommendations/ Actions: Authorize to submit an application, and if
approved, accept a grant from the Office of the Governor, Criminal Justice
Coordinating Council under the Sex Offender Registration and Notification Act
(SORNA).

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION, AND IF
AWARDED, ACCEPT A GRANT FROM THE GEORGIA CRIMINAL JUSTICE COORDINATING COUNCIL
FOR THE MUSCOGEE COUNTY SHERIFF?S OFFICE IN THE AMOUNT OF $17,480, OR AS
OTHERWISE AWARDED, TO FUND THE PURCHASE OF SOFTWARE SYSTEMS, HARDWARE, SERVICES
AND INTERFACES FOR THE SHERIFF?S OFFICE IDENTIFICATION UNIT WITH A CASH MATCH
REQUIRED OF $6,770 AND AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT AWARDED.
WHEREAS, funds will be used to update the Muscogee County Sheriff's Office
identification Unit to comply with the National Palm Print System (NPPS), which
will further enhance the registration and tracking of sex offenders and sexual
predators; and,
WHEREAS, this equipment is required to fulfill GBI?s full palm print submission
requirement by March 2015; and,
WHEREAS, the grant period runs from June 1, 2014 to December 31, 2014.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit a grant application and,
if approved, accept a grant from the Georgia Criminal Justice Coordinating
Council for $17,480, or the amount approved, with a required match of $6,770 to
fund the purchase of a software system, hardware, services and interfaces for
the Sheriff?s Office Identification Unit and amend the multi-governmental fund
by the amount awarded.
