SUBJECT: Agreement to Quit Claim Deed of City Property

to the Georgia Department of Transportation



INITIATED BY: Felton G. Grant, Right of Way Acquisition Coordinator





Recommendation: Approval is requested to execute a Document titled

"Department of Transportation Option for Right of Way" (attached) in order to

execute a "Quit Claim Deed" with the Georgia Department of Transportation

(GDOT) for property owned by the city, located at 2000 American Way for the

Road Widening of Veterans Parkway from Old Moon Road to Turnberry Lane, Project

# STP00-0011-01(053), PI #332820, Muscogee County.



Background: The (GDOT) proposes to Let to construction as part of the

State Highway System, in the City of Columbus Georgia, to improve and widen SR

1/US 27/Veterans Parkway from Old Moon Road to Turnberry Lane in Muscogee

County. The project is included in the Transportation Improvement Program. It

has been requested by the (GDOT) to Quit Claim Deed" the necessary segment of

certain City property located within the limits of the proposed construction of

the above mentioned project. The attached Document titled " Department of

Transportation Option for Right of Way" has to be executed prior to the GDOT

drawing up the Quit Claim Deed. At that time the Quit Claim Document will be

sent to the City for execution.



Analysis: A portion of the "Department of Transportation Option for Right of

Way" includes $1,875.00 for Landscaping and Irrigation and, the Page titled

"Statement of Estimated Values' shows $870.00(attached) for concrete and

curbing. That money is basically claiming these items as part of the money

toward the Quit Claim Deed of land. The Agreement is changed to pay the City

$3000.00(rounded off) and Quit Claim Deed for the land. This will allow the

City to remain whole after the Deed has been executed. The execution of Quit

Claim Deed (for property) is routine for this application and is reciprocated

by the GDOT on many occasions .



Financial Considerations: The City was responsible for Preliminary

Engineering which has been complete.



Projected Annual Fiscal Impact Statement: After completion of project, the

city will be responsible for road maintenance.



Legal Considerations: This action requires Council approval by resolution.



Recommendations/ Actions: Approve the resolution authorizing the City Manager

to execute a Document titled "Department of Transportation for Right of Way" to

be able to execute a "Quit Claim and subsequent agreements necessary to

implement this project with The Georgia Department of Transportation and the

City of Columbus, Georgia (subject to the changes referenced above) totaling

$3000.00 to the City)) for the improvement and widening of SR 1/US27/Veterans

Parkway from Old Moon Road to Turnberry Lane, Project #STP00-0011-01(053), PI#

332820, in Muscogee County.

A RESOLUTION AUTHORIZING TO EXECUTE A DOCUMENT TITLED "DEPARTMENT OF

TRANSPORTATION OPTION FOR RIGHT OF WAY" TO BE ABLE TO EXECUTE A "QUIT CLAIM

DEED OF A PORTION OF PARCEL 68 OWNED BY THE CITY OF COLUMBUS, GEORGIA (2000

AMERICAN WAY) FOR THE IMPROVEMENT AND WIDENING OF SR1/US27/VETERANS PARKWAY

FROM OLD MOON ROAD TO TURNBERRY LANE. PROJECT # STP00-0011-01(053) P.I.

#332820, MUSCOGEE COUNTY

WHEREAS, the GDOT plans to improve and widen Veterans Parkway, from Old Moon

Road to Turnberry Lane located in Muscogee County; and,

WHEREAS, the GDOT agrees to pay the City of Columbus, Georgia $3,000.00 for

the landscaping and irrigation system and concrete and curbing that is

reflected on the Agreement, and;

WHEREAS, the GDOT has requested the City to "Quit Claim Deed" to the GDOT a

portion of Parcel 68 (2000 American Way), owned by the City of Columbus Georgia

, for the above referenced project.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute a document titled

"Department of Transportation Option for Right of way" in order to execute a

"Quit Claim Deed" for a portion of Parcel 68 owned by the City and subsequent

agreements necessary to implement the project with the Georgia Department of

Transportation to include the payment of $3,000.00 to the City, referenced

above, for the improvement and widening of SR1/US/27/Veterans Parkway from Old

Moon Road to Turn Berry Lane Project STP00-0011-01(053) P.I. #332820, Muscogee

County.
