PLANNING ADVISORY COMMISSION MEETING
December 2, 2009
A meeting of the Planning Advisory Commission was held Wednesday, December 2,
2009 in the Council Chambers on the Plaza Level of the Government Center.

CALL TO ORDER: Chairperson Scott Boyce called the meeting to order at 9:05
a.m. He explained the rezoning process to the audience.
APPROVAL OF MINUTES: None.

2) Additional Requirements
3.2.25.1 Pet Day Care
A pet day care facility shall comply with the following standards listed below.
Compliance with City Code: Pet day care facilities shall meet all requirements
of City Code Section 5-16. Commercial kennels.
Buildings: Buildings shall be designed and constructed to mitigate noise and
odors to limit negative impacts on adjacent properties. Additional noise
mitigation will be required for existing buildings not originally built for
boarding of animals.
Overnight Boarding: Overnight boarding is permitted.
Accessory Uses: Pets may be groomed, trained, exercised, socialized, and
boarded overnight; but not bred, sold, or let for hire.
Location:
1. In commercial and industrial zoning districts, pet day cares shall be
located on a multi-lane arterial road only.
2. Pet day cares shall be permitted in industrial parks as a Special Exception
Use only.
3. Pet day cares shall not abut a residentially zoned property.
Outdoor Areas:
1. The perimeter of all outdoor areas are to be fully screened from all
directions with a wood or masonry fence of at least eight feet (8') in height.
2. Outdoor areas are restricted from use between 7:00 PM to 7:00 AM.
3. No more than 4 dogs shall be permitted outside at one time.
4. Animals shall be accompanied by a facility employee at all times when
outside of the building.
5. All walking and exercising of animals must take place on facility grounds in
an enclosed area.
3) Chapter 13 Definition
Pet day care means and includes every place kept or maintained for the care,
grooming, training, exercising, and socializing of live dogs or cats only by a
person other than the owner of the live animal. Animal day care does not
include facilities that provide breeding or selling of animals, or facilities
whose primary source of revenue is licensed veterinarian services.
Carson Cummings of 2601 Madden Drive, representative of the applicant, came to
the podium.
His clients, Frost and Carol Hudson are looking to open a business in Columbus
and want to open up a Preppy Pets Franchise. This is a new type business that
is not covered in the UDO. The Planning Department has done a lot of research
with other municipalities on this type of business. Special Enforcement
Division will enforce the ordinance.
Chairperson Boyce asked for discussion and a motion. Commissioner King made a
motion to approve this Text Amendment as written. Commissioner Sheftall
seconded. It was approved unanimously.
REZONING CASES: None.
NEW BUSINESS: On December 16, 2009 PAC members will vote on the schedule for
2010. They will also vote on a new Chairperson and Vice Chairperson for 2010.
OLD BUSINESS: None.
